The measure would allow the Treasury to carry out its an nounced plan of boosting the in terest of series "E" and "H" bonds from the present 3 per cent interest to 3V4 per cent. Actually, the measure author izes an increase to 3Vi per cent. But the Treasury has announced it will raise the rate to only 3U per cent. Treasury officials said a high er interest rate was necessary to make the bonds more attrac tive to investors who have been shunning them in favor of other more attractive investments. Re demptions of savings bonds in recent months have exceeded sales.
