(International Soundphoto) Council Authorizes Special Truck Parking An ordinance providing park ing meter hoods and special per mits for service truck parking in alleys was adopted last night by the Medford city council. The council also awarded Courtesy Chevrolet, 227 East Ninth St., Medford, a contract for five 1957 four-door police cars. Garner Couey, o w n r of Couey's Appliance store, 22d East Sixth st., Medford, and Allie E. Graham, of Graham and Ruhl Electric company, 1205 Sage rd., Medford, had requested that the city amend its ordinance prohibiting alley parking. Receive Fines They told the council at a re cent meeting they have been re ceiving S5 fines for parking briefly in the alley at the rear of their establishments for busi ness purposes. The ordinance provides that meter hoods be rented by the city at $75 annually, $37.50 for six months or $18.75 for three months to service truck oper ators. The hoods will make the spaces available for business Record Business Reported in Stock Market in 1956 Washington !U.P.) The na tion's stock markets did a rec ord $38 billion worth of busi ness last year, the Securities and Exchange Commission reported today. It also reported 'that it uncovered a record amount of fraud. The SEC, which keeps tabs on stock issues to prevent the fleecing of gullible buyers, made the statements in its 22nd an nual report to Congress for the fiscal year that ended last June 30. During the year, the SEC aid, $13.1 billion in new se curities were registered for pub lic sale. This was the largest amount in the commision's his tory and $2- billion more than in the preceding year. Value of Securities The value of securities traded on stock exchanges during fis cal 1956 was $38 billion, the re port said, more than double the figure for fiscal 1953. Stock holders included 8.5 million Americans, about 2 million more than five years ago. The SEC said "the tremendous economic activity of the coun try" led variably to a record amount of "fraud, deceit and manipulation in the sale, pur chase and trading of securities." Dishonest dealers and promo ters, it said, found a ready mar ket in the "gullibility of the pub lic." More often than not, the SEC said, the victims were widows or elderly persons who could least afford to lose their small savings. Urging more vigilance on the part of the public, the agency also protested the sale of illegal stock issues through Canadian, Swiss. Liechtenstein and other foreign financial institutions and by Canadian stock brokers. The SEC said it took action to revoke the licenses of more than 75 brokers and referred 20 cases to the Justice Department for possible criminal prosecu tion. It did not report what hap pened to the cases. Registrations Being Accepted for Class Registrations still are being accepted for an upholstery class ' which will be held at Hedrick Junior High school between Jan.; 14 and 18, Lindsay Vinsel, di rector of adult education, re- i minded residents today. The first upholstery class will . start at 8:30 a.m. and at 1 p.m. i daily between Jan. 7 and Jan. ; 11 in room 341 at Hedrick. A j drapery class will meet each ; evening between 7 and 10 p.m. . starting Jan. 7. Mrs. May Frye of the Eugene , Vocational school will be in- j structor for the classes ' purposes only, according to the ordinance. Special Permits The ordinance also provide5 that special permits be issued to service vehicles for alley parking. Previously, alley park ing was prohibited to all but de livery vehicles. The ordinance authorizes the police chief to revoke the meter hoods or alley parking permits if abused. The Courtesy Chevrolet bid was $4,250.20. Their price for the five new cars was $9,902, less than $5,652 value of the four police cars to be traded-in. Other Bids Crater Lake Motors Inc., Main and Fir sts., Medford, submitted a bid of $6,800 and Lea Motors, Medford, submitted a bid of $7,215.25. Duff said the cost to the city per new car will be about $592 The average mileage per patrol car is about 50,000 miles per year. The cost per mile, there fore, for capital expenditure is a little less than 1.2 cents per mile, he said. The five new police cars in cludes an additional car request ed by the police department for its investigative section. An or dinance was adopted transfer ring $2,050.20 from the lieuten ant's position to the automotive equipment item within the 1956 1957 police budget. Not in Budget The additional police car was not provided in the 1956-57 bud get. Duf said because ot a va cancy in the lieutenants posi tion, a transfer can be made from the account to the automo tive equipment budget item. He added by making the transfer sufficient funds will remain in the lieutenant account so that the position can be filled for the remaining six months of the current budget. The council awarded Courtesy Chevrolet, 227 East Ninth St., Medford, a contract for five 1957 four-door police cars. Three 195b model police cars and one 1955 model police car will be traded in. The council called a public hearing Feb. 5 on construction of a water main on Marie and Jackson sts. and on Madison Place. A petition with signature: of 53 per cent of property own ers in the area was presented to the Medford water commis sion recently. Other Ordinances An ordinance was adopted assessing property owners in the Capital Hill area from Valley View Drive to Sunrise ave., .0276 of a cent per square foot for the construction of a sani tary sewer. Cost of the project was $8,141.51, which was above the engineer's estimate of $7, 292.45. Another ordinance was adopt ed assessing property owners on East Second St. from Front st. to Central ave. $7.56 for street paving. Cost of the project was $3,587.94. The engineer's esti mate of $3,463.90. The council adopted an or dinance segregating assessments for property owners of lot 2, block 1, Capital Hill addition, and property owners of lot 4, block 1, Capital Hill addition.
