He is not taking sides in the now shaping controversy over the senate's filibuster rule. Major Roadblock Civil rights advocates view the rule as the major roadblock to action on civil rights bills. Six senate Democrats an nounced Thursday that they will open a new assault of the rule senate mil 22 when the senate convenes Jan. 3. They asked for bipartisan support and are ac tively soliciting GOP aid. The senators are Hubert H. Humphrey (D-Minn.), Paul H. Douglas (D-Ill.), Wayne Morse (D-Ore.), James E. Murray (D Mont.), Pat McNamara (D-Mich.) and Richard L. Neuberger ID Ore.). All are members of what is sometimes described as the senate's liberal bloc. Friday a memorandum pre pared in Douglas' office made it clear that the opening day as sault on rule 22 will aim at overthrowing the long-held view that the senate is a continuing body with rules which continue from Congress to Congress. Civil rights advocates will contend that, at the start of a new Con gress, a new rule for curbing filibusters can be approved by simple majority vote. Curb Debate At that time, according to the views expressed in Douglas' memo, debate can be curbed un der general parliamentary rules by a majority vote approving a motion to return to the previous question. Rule 22 provides that 64 sen ators two-thirds of the senate's membership must vote to curb debate to apply cloture. The rule permits no such procedure on a motion to take up a proposed change in the senate rules. Mansfield said every senator will have to make up his mind when the question comes to a vote.
