Mansfield Says Passage of Civil
Rights Laws Is 'Not Improbable'

cratic whip Mansfield has the
support of Senate Democratic
Leader Lyndon B. Johnson of
Texas and other influential sen
ators. He is not taking sides in
the now shaping controversy
over the senate's filibuster rule.
Major Roadblock
Civil rights advocates view
the rule as the major roadblock
to action on civil rights bills.
Six senate Democrats an
nounced Thursday that they will
open a new assault of the rule
senate mil 22 when the senate
convenes Jan. 3. They asked for
bipartisan support and are ac
tively soliciting GOP aid.
The senators are Hubert H.
Humphrey (D-Minn.), Paul H.
Douglas (D-Ill.), Wayne Morse
(D-Ore.), James E. Murray (D
Mont.), Pat McNamara (D-Mich.)
and Richard L. Neuberger ID
Ore.). All are members of what
is sometimes described as the
senate's liberal bloc.
Friday a memorandum pre
pared in Douglas' office made it
clear that the opening day as
sault on rule 22 will aim at
overthrowing the long-held view
that the senate is a continuing
body with rules which continue
from Congress to Congress. Civil
rights advocates will contend
that, at the start of a new Con
gress, a new rule for curbing
filibusters can be approved by
simple majority vote.
Curb Debate
At that time, according to the
views expressed in Douglas'
memo, debate can be curbed un
der general parliamentary rules
by a majority vote approving a
motion to return to the previous
question.
Rule 22 provides that 64 sen
ators two-thirds of the senate's
membership must vote to curb
debate to apply cloture. The rule
permits no such procedure on a
motion to take up a proposed
change in the senate rules.
Mansfield said every senator
will have to make up his mind
when the question comes to a
vote.

The handsome actor was work
ing on "Son of the Shiek" near
Cairo when the war began, but
what went on behind the camera
proved more exciting.
"When the Israelis invaded we
thought it was just a border in
cident," he related. "But one
night I was caught in the shower
when the lights went out for an
air raid. When our hotel shook
we realized this was no rehear
sal but opening night!
Bombing Heavy
"There was a tremendous
amount of bombs," Montalban
continued. "The next day we
were told we couldn't get out.
We didn't want to sit around the
hotel so we went out on the
desert where it was safe and con
tinued filming. We had to aban
don one set that was near a
military objective.
"The American Embassy tried
to get me out with the other
American evacuees but I couldn't
get packed in time and missed
the train," he added.
When the shooting became
heavy the film wras abandoned,
and the Spanish-French movie
company holed up in the Spanish
Embassy. But five Belgians de
cided to flee to Sudan to catch
a Belgian plane. They asked the
actor to join them "because they
knew I was desperate to get
home to my wife and children.1
Raids Delay Departure
The group "hatless to avoid
looking like Europeans," waited
seven hours in darkness during
air raids at the train station.
Helpful Belgians and Egyptians
talked officials into giving Mon
talban a train ticket, a boat ticket
to Sudan (he slept on the open
deck), an exit visa from Egypt
and an entrance visa to the
Sudan. The plane to freedom had
no room for Montalban. But an
English pilot flew the desperate
actor to London after obstacles
of government permission and
Montalban's penniless situation
were hurdled.
"The entire incident gave me
a spiritual awakening, Montal
ban said. "It also showed me
people are helpful and kind the
world over. It's only when we
try country-to-country relations
that we fail.
Municipal Judge Takes
Poison in Hungary

They said Judge Bela Jonas,
who sent thousands of persons to

Enlisted by General
The general enlisted her deft
typing and shorthand skill a
year ago while he was com
mander of Fort Jackson, N. C,
when Bowen was picked to head
Maag activities on Formosa two
months ago he promptly called
for the soft-spoken sergeant.
Sgt. Jester landed on Formosa
Thanksgiving Day and quickly
began to draw baffled glances
from Chinese soldiers stationed
in Taipei.
"I thought American WACs
were merely Marilyn Monroes in
Army uniform," a Chinese ser
geant commented. "This one
could lead a regiment."
Sgt. Jester bossed an office
crew of 50 men in Fort Devens,
Mass., about six years ago.
Dispute Authority
"After we finished work I'd
let the boys play games or read
in the office so long as they
didn't go to sleep at their desks,"
she said. Only one of the GI's
ever disputed her authority.

one time classical dancer, Sgt.
Jester has been in the army since
1943 but took off five years from
1945 to 1950 to handle secre
tarial work in the legal depart
ment of the First Chureh ol
