The bulletin said that "rela tively few employees of the De partment of State or the foreign service are responsible for re peated violations." It said that "less than one per cent of all employees commit 12 per cent of the violations." The security office also said some 50 persons involved in se curity cases have appealed the cases. About 20 won their point. The security office said that in such successful appeal informa Department disciplined 27 em ployees during the last three years under its security pro gram, but no one was fired. In addition, four employes were dismissed from the depart ment under President Eisenhow er's government-wide loyalty program. The State Department started its security program in October, 1953, under the administration of Scott McLeod. The program was designed to help clean up what Republicans called a "mess in the State Department'' left over from Democratic adminis trations. available to the United Press showed that in three years the departments security offices recommended 33 disciplinary actions, including nine letters of reprimand and 24 temporary suspensions. Allegheny County Detective Chief Henry Pieper said today authorities were without suspects in the hatchet-slaying of attractive 41-year-old Sewickley Twp. widow Helen Zubryd. Elmer Skiles Jr., 36 and James Skiles, 23, questioned day-long Wednesday in connection with the brutal murder, were released Wednesday night after "they proved they had nothing to do with the killing," Pieper said. The brothers lived about 100 yards from Mrs. Zubryd's home. Mrs. Zubryd's body, a hatchet imbedded in her forehead, was found in the basement of her home Tuesday night by her 8- year-old son, Charles. The boy made the grisly discovery when he returned from a 43-minute visit at the home of a neighbor. Authorities said she had hot been sexually attacked.
