The Navy's "Lady Lou," will never go to the scrap heap if a group of Louisvillians can help it. "Lady Lou," is the cruiser Louisville, a veteran of World War II battles from one end of the Pacific to the other. Now al most 30 years old, the cruiser was one of 100 ships the Navy recently asked Congress for per mission to scrap. This proposal brought an im mediate response from the group in her namesake city, who began investigating the possibility of acquiring the veteran warship and bringing it up the Mississippi and Ohio rivers to a final moor ing on Louisville's riverfront. The bill to permit the scrap ping of the ships was lost in the Congressional gristmill for this term, and "Lady Lou," gained a reprieve, but her backers feel that this just gives them more time to get ready for action when her Navy days finally do come to an end. Their proposals to turn the cruiser into a permanent war memorial in the Ohio river would mean quite an under taking. Probably Two-year Job River engineers say it would be feasible to float the ship up t the Mississippi and Ohio in the spring of the year when the riv ers are at their highest point. She would have to be stripped to lighten her, and then her su perstructures would have to be removed temporarily to get under some of the bridges. It might take two years or more, and the total cost for tow ing and other expenses would run well into six figures. Still, the proponents of the plan believe it could be done, and that much of the cost of the operation and subsequent main tenance of the vessel could be met by admission charges for public viewing of the ship. They point out that the battle ship Texas is now moored in a permanent slip at the San Ja cinto Battleground State Park near Houston, and is virtually self-supporting. The people of Oregon also succeeded for a number of years in preserving the battleship Ore gon of Spanish-American War fame, but during World War II the old battlewagon was first used as an ammunition barge, and finally was broken up for scrap. Eugene Utility Board Rejects Vote Eugene (U.R) The Eugene Water and Electric board yes terday turned down a move to bring to a second vote a proposed S3.500.000 bond issue to financa construction of the Beaver Marsh hydro-electric project on the McKenzie. The utility board declined to indorse a petition signed by some 33 Eugene businessmen asking that the proposal be on the No vember ballot. The proposal was defeated in a special election held March 27. A Federal Power Commission license has been issued for the Planning Commission Will Be Studied Salem OJ.RI The Inter im Committee on local Govern ment ii scheduled to meet here Thursday to consider recommen dations that counties be required to establish planning commis sions. Umatilla County Judge Sam Cook has been asked to appear hfnr thp committee to present his views on strengthening coun ty government. Umatilla county announced project and is valid until the end of the year. Outdoor and conservation groups have strongly opposed the project. last week that a county planning commission would be establish ed there next month. Under consideration by the committee is a proposed recom mendation to the 1957 Legisla ture that would make it manda tory for county governments to establish planning governments to handle services demanded by fringe and rural areas. Thursday's meeting is slated to determine if counties are willing and in favor of accepting the added responsibilities of this function. Justice Perry Off To Texas Conference Salem (U.R) State Su preme Court Justice William C. Perry has left for Dallas, Tex., where he will represent Chief Justice Harold Warner at the conference of chief justices start ing Aug. 22. Chief Justice Warner was for ced to cancel his plans for the trip due to the pressure of bus iness facing the court and the absence of acting Chief Justice Walter Tooze, who is recuperat ing from a recent illness. Justice George Rossman and Supreme Court Clerk F. M. Ser combe also plan to attend the convention. Two Men Appear In Circuit Court D. K. Phelps Sprague, former ly of 615 South Central ave., Medford, and Belleflower, Calif., pleaded guilty to district attorney's information Monday morning in circuit court on the charges of obtaining money under false pretenses. Sprague was extradited from California last week and is be ing held in county jail pending the arrival of FBI records. Walter LeRoy Gragg, Sanger. Calif., pleaded guilty in circuit court to parole violation. Gragg. who was extradited from Calif ornia, was sentenced by Judge H. K. Hanna to two and one half years in the state peniten- HEFUSES ENDORSEMENT Honolulu (U.R) Mayor Neal Blaisdell refused Monday to sign a resolution adopted by the board of supervisors praising William Vannatta on his retire ment as city engineer, and wish ing him "godspeed and success" in his future undertakings.
