Russia Challenged To Allow Twining Close Look at Air Bases Washington (U.R) President Elsenhower has challenged Rus sia to loosen its guard and let Gen. Nathan F. Twining, U. S. Air Force chief of staff, have a good look at Soviet air bases. That is the meaning of the President's rejection of a tenta tiv Soviet lnviation to all the U. S. military chiefs of staff to visit Russia this month. Govern ment officials said the United States will be happy to send its top military leaders to the Soviet Union later if Twining reports he could see something worth while during his forthcoming trip to the Soviet Union. Wouldn't B Interested "If it's just a matter of drink irg vodka and getting a stiff neck from looking in the sky at airplanes, we're not interested," one official said. Twining, with Mr. Eisen hower's approval, late last month accepted a Russian invita tion to visit Moscow June 24 for the Soviet air force celebration. He Is expected to be in the Soviet Union about eight days. The White House disclosed Monday that Mr. Eisenhower turned down a subsequent tenta tive invitation for Twining's colleagues on the Joint Chiefs of Staff to join him. White House Press Secretary James C. Hag- erty saH the Russians were told such a visit would be "imprac ticable now." But the door waj left open for a later visit. Hagerty said the reply includ ed two important conditions for any future visit: 1. It is "not likely that more than two members" of the joint chiefs would visit Russia at any one time. 2. Any visit "would be with the understanding that their schedule within the Soviet Union would be so arranged as to per mit maximum time outside Mos cow ior visits to those activities of special interest to their own services." The planes returned to Ladd and a thorough check revealed no mal functioning of the rocket launch ing apparatus. The rockets were being fired by means of radar control. Gen. T. Allan Bennett, com mander of the 11th Air Division, szid the only possible answer to the incident was in an electronic miscalculation in distance by the controlling radar station.
