Spring sunshine cleared acres of snow from the storm-battered east coast today and the activity of the nation's biggest city return ed to 90 per cent of normal. Streets and , highways were cleared, schools reopened, bus- iness perked up and public transportation facilities resum ed regular schedules. Business firms and merchants reported that activity Tuesday rose to 66 per cent of normal, almost twice what it had been the day before. They said bus iness volume should easily in crease today to 90 per cent of normal. Subways, buses, and commut er trains resumed normal sched ules today with tew excep tions. Most transit authorities called the restored service a miracle of recovery from one of the worst transportation snarls in the history of New York. Phila delphia's city medical examiner ordered Tuesday that a couple be held in 81,000 bail for grand jury action in the death of their i diabetic son. Doctors testified at a hearing that the boy died because the couple refused him insulin for religious reasons. Dr. Joseph P. Cornelius be charged with criminal negligence in the death of their 7-year-old son, David. The boy died in a diabetic coma last I'eb. 14, two days after he was admitted to a Christian Science nursing home here. Two physicians testified at the hearing Tuesday that they warned the couple the boy would die without insulin. Assistant District Attorney Vincent G. Panati had asked that they be held for the grand jury on grounds they violated a state law which requires par ents to provide "proper medical care" for their children "regard less of their religious beliefs." Savings Bonds are safer than cash One day trie U. S. Treasury received a letter enclosing fragments (only) of a $50 Sav ings Bond. The letter came from a distressed dog owner who confessed that his shaggy canine companion had given the Bond a thor ough chewing, and plaintively asked what could be done about it.
