the nation's biggest city return
ed to 90 per cent of normal.
Streets and , highways were
cleared, schools reopened, bus-
iness perked up and public
transportation facilities resum
ed regular schedules.
Business firms and merchants
reported that activity Tuesday
rose to 66 per cent of normal,
almost twice what it had been
the day before. They said bus
iness volume should easily in
crease today to 90 per cent of
normal.
Subways, buses, and commut
er trains resumed normal sched
ules today with tew excep
tions. Most transit authorities
called the restored service a
miracle of recovery from one
of the worst transportation
snarls in the history of New
York.
At the height of the storm
paralysis on Monday the New
York transportation network
moved less than one third of
th.' normal amount of patrons

ordered Tuesday that a couple
be held in 81,000 bail for grand
jury action in the death of their
i diabetic son. Doctors testified
at a hearing that the boy died
because the couple refused him
insulin for religious reasons.

The boy died in a diabetic coma
last I'eb. 14, two days after he
was admitted to a Christian
Science nursing home here.
Two physicians testified at
the hearing Tuesday that they
warned the couple the boy
would die without insulin.
Assistant District Attorney
Vincent G. Panati had asked
that they be held for the grand
jury on grounds they violated
a state law which requires par
ents to provide "proper medical
care" for their children "regard
less of their religious beliefs."

This shaggy dog stoiy has a moral for you-
and proves why U, S. Savings Bonds are safer than cash
One day trie U. S. Treasury received a
letter enclosing fragments (only) of a $50 Sav
ings Bond. The letter came from a distressed
dog owner who confessed that his shaggy
canine companion had given the Bond a thor
ough chewing, and plaintively asked what could
be done about it. The Treasury wrote right back
assuring the unhappy man that his Bond would
be replaced upon presentation of satisfactory
evidence and enclosed
the proper form to be
filled out.
The Treasury could and did and even
tually the chewed up Bond was replaced. Noth
ing further has been heard from the man or
from the shaggy dog. (The Treasury is hoping
that no news is good news.)

Several days passed
A second letter arrived
enclosing fragments of the
Treasury's letter and" bits
of the enclosed form, lou
guessed it. The shaggy dog had done it again.
Could the Treasury please send along another
application form?
This true shaggy dog story illustrates the
