o o o o Soil Ban&Mea Can Backfire, AFBF Head Says iicago (U'.Rj Charles B. Shuman, leader of 1,600,000 farmers, said today a soil bank could help fight slipping farm prices. But he told the American Farm Bureau federation he heads that the idea can also backfire and create even greater farm surpluses. The soil bank program must be coupled with flexible price supports, such as those back by the Eisenhower administration, he said. Shuman, a 48-year-old farmer from Sullivan, 111., gave an ac counting of his first year as president of the federation at Its 37th annual meeting. He talked to 5000 delegates, who are expected to reelect him Thursday and also approve some kind of soil bank proposal for 1956. Growing in Pgpularily The soil bank approach has been growing in popularity as a method of0 cutting down price depressing farm surpluses. It would return to grass those farm lands which are spilling out -surpluses for the govern ment to buy and store. The Eisenhower administra f tion has been reported consid ering the soil bank approach as a possible part of its new farm proposals to Congress. Shuman said that total net farm income has declined about T8 per cent in the last five years. An economist told the convention yesterday it may go down another 5 per cent during 1958. The nation is producing 15 per cent more than it can con sume domestically, Shuman said and surpluses are piling up at a rate that the government will be holding $10,000,000 worth by next March 1.
