Soil Ban&Mea
Can Backfire,
AFBF Head Says

Shuman, leader of 1,600,000
farmers, said today a soil bank
could help fight slipping farm
prices.
But he told the American
Farm Bureau federation he
heads that the idea can also
backfire and create even greater
farm surpluses.
The soil bank program must
be coupled with flexible price
supports, such as those back by
the Eisenhower administration,
he said.
Shuman, a 48-year-old farmer
from Sullivan, 111., gave an ac
counting of his first year as
president of the federation at
Its 37th annual meeting.
He talked to 5000 delegates,
who are expected to reelect him
Thursday and also approve
some kind of soil bank proposal
for 1956.
Growing in Pgpularily
The soil bank approach has
been growing in popularity as
a method of0 cutting down price
depressing farm surpluses.
It would return to grass those
farm lands which are spilling
out -surpluses for the govern
ment to buy and store.
The Eisenhower administra
f tion has been reported consid
ering the soil bank approach as
a possible part of its new farm
proposals to Congress.
Shuman said that total net
farm income has declined about
T8 per cent in the last five
years. An economist told the
convention yesterday it may go
down another 5 per cent during
1958.
The nation is producing 15
per cent more than it can con
sume domestically, Shuman said
and surpluses are piling up at
a rate that the government will
be holding $10,000,000 worth
by next March 1.

ment of Sale, as aforesaid, be fore
closed and wholly terminated, save
only the right of redemption as herein
stated.
3. That the Defendants may re
deem said property within thirty (30)
days from the date of the entry of
such Decree, or within such further
time as this Court may find and de
termine to be just and equitable, by
paying to the Clerk of this Court for
the use of Plaintiffs the amount owing
and unpaid from the Defendants, as
aforesaid, together with interest there
on from that date of such Decree to
the time of payment.
4. That if the Defendants shall fail
to pay said amounts as aforesaid
within said period of time, as afore
said, the Plaintiffs, without further
notice to the Defendants, upon Motion
therefor, shall have the further De
cree of this Court decreeing that all
the right, title and interest of the De
fendants, and all persons claiming by,
through or under them, or any of
them, in and to said property, or any
part thereof, be forever terminated
and that the Defendants be forever
enjoined from claiming any right, tile,
estate, lien or interest in or to said
property, or any part thereof; that
upon a Decree of Foreclosure being
entered in favor of the Plaintiffs here
in that Plaintiffs be granted posses
