In a recent special survey re " frt by American Municipal as sociation on telephone alarm systems, Medford's installation, n along with others, is briefly ex w plained, pointing out advantages of the system. One of the major new ad vantages, the association re ported, "is the suitability of the Gtelephonic system for transmit ting emergency calls for police oand ambulance, as well as fire" (rand, in case of fire, "indicating cjthe precise location, extent and cjiature of the fire." Medford's system, like others, is for all emergency calls and is not limited to fire alone. O The system consists of 33 weatherproof non-dial t e 1 e G phones which automatically, ewhen lifted, register the station enumber on a master switchboard fin the police department. The switchboard has a 50-phone capacity. In selecting the system for Medford, city officials surveyed other alarm systems, including ea telegraphic system which would have cost about $40,600 for a system comparable to the fne installed. Ex-Medford Man Aided By Local DAY Frank Williams, Klamath Falls, a former Medford resident, jas admitted to the Veterans ad ministration hospital in Port laSd.oAug. 10, according to news received here last week. He is reported in critical condition. Through efforts of the Jack sfti county chapter of the Dis abled American Veterans and auxiliary, his wife and their four children were moved to Portland. One of the chapter mienbers, Bill Heeter, drove thfrn in their car and the trailer toc$he northern city. effhe family had been living in a jailer home so that they could mve from place to place for employment. Mrs. Williams was unible to drive and needed fi nancial aid. Members of the aux iliary also voted to give a sum of money to defray the expenses. as surplus from the telephone company which supplied the service to Camp White during World War II. More Accurate The system was selected be cause a more accurate report of fires could be attained, elimin ating sending all fire equipment to fires where it is not needed, and because each phone has a direct connection with the police and fire departments. The pnones In Medford's down town district are mounted on pedestals, while those in outlying areas are pole mounted. John A. Neale, chief engineer of the Na tional Board of Fire Under writers, said the telephonic sys tem provides a means of alarm in business districts during closed hours, and that "during these hours fires are usually larger when discovered and prompter alarm transmission is correspondingly more import ant." According to the association report, telephonic systems are increasing in importance, and "encouragement to the trend has just been given by the Na tional Board of Fire Underwrit ers." The NBFU is a national organization which grades city fire defenses for fire insurance purposes. Given Credit Neale pointed out that such systems "are recognized in our grading schedule by allowing up to one-half the credit for stand ard municipal fire alarm boxes." The telegraphic alarm system is credited with 550 points in fire underwriters ratings. The total number of possible points in rating a city is 5,000 with consideration given to fire fight ing equipment, building struc tures, and other factors relative to fire protection. Medfords system was given deficiency points when residents rejected a proposed city budget in July which would have pro vided installation of a new switchboard to indicate when a phone on the alarm system was out of order. Deficiency points are totaled from various grading aspects, and that total is sub tracted from 5,000 to determine classes for fire insurance rates. Haling May Drop Medford presently is in Class 5, but because a new switch board will not be installed, the rating may drop to Class 6 when NBFU conducts another rating survey here. City Manager Rob ert Duff said the new switch board possibly could have placed the city in Class 4, which would have lowered insurance rates. In addition to Medford, other cities in the United States which use the telephonic system are Roanoke, Va.; Miami, Fla.; Syr acuse and Solvay, N. Y.; "and Sheboygan, Wise. Study of the telephonic system is being done in Houston, Tex.; New Orleans, Omaha, Highland Park and Princeton, N. J. The telephonic system was first installed in Roanoke, Va., in 1949.
