Carl Vinson (D-Ga.) confidently pre dicted Saturday that the House will pass a. compromise version of President Eisenhower's com pulsory military reserve bill de spite threats of a new row over racial segregation. Vinsen, Chairman of the House Armed Services commit tee which will vote on the meas ure Tuesday, said the committee will approve it. The measure would compel every man who goes into mili tary service to spend a combined total of at least five years on ac tive duty and in the ready re serve. That 1 would mean a draftee would spend two years on active duty and three in the ready reserve .
