"Created social and economic conditions under which its for mer 'explosive' birth rate has turned the corner and is rapidly declining, so bringing the society ever nearer the point where pop ulation will finally be in balance with the productive effort. "Abolished its former colonial status and created new forms of political relationships under which it is today an 'independ ent' country within the frame work of the United States, shar ing the broader independence of the latter." But the accepted learning of Dr. Hanson's science, all these accomplishments in such a short period are quite astonishing, and he makes no effort to avoid an astonished tone in his analytic book, "Transformation:' The Story of Modern Puerto Rico." Many Reasons The reasons are many and some of them are complex, but he saw their . solutions coming into a happy conjunction in 1940 when Puerto Rico elected its own governor for the first time. The island had had governors since Juan Ponce de Leon, but the first to govern by the suffrage of Puerto Ricans was Luis Munoz Marin and ail he promised the people was "to guide them on the long, tortuous and sometimes perilous uphill road toward a decent life." .
