Over There Recent ruling in France pro hibits the sale of alcoholic drinks between' 5 a.m. and 10 a.m. Such a ruling would be no great hardship in this country. After all, who drinks liquor that early in the day in the U. S. A.? In France it' is different. Many Frenchmen ljke to have their breakfast at a sidewalk cafe. And they are very fond of having cognac or rum with their coffee. Spain in Grip Of Worst Drought; Eleciric Hv; Scarce , Madrid (U.R) -The south and central sections of Spain are in the grip of their worst drought in many years. Cities as well as farm areas are affected. Spain is 90 per cent dependent on hydro-electric plants for its power. With many of the big dams down , to less than 15 per cent of capacity, .there is a chronic electricity crisis. . The big electricity companies are in an awkward spot. They are the but for music hall jokes, newspaper criticisms, and car toonist's barbs. ,. Rationing Introduced ; - Electricity rationing has been introduced three days a week to try and spread the load. And when the lights do come on at seven in the evening there is frequently very little force behind the power. The little man in business is hard hit, too, for the rationing of power is general for all types of consumers, except a few in dustries rated as essential, in cluding the press. Most big firms have their own private generat ing plants run by fuel oil ex pensive to run but good enough to keep the machinery turning. But some small factories', hair dressing salons, photograph stu dios and a host - of other bus nesses where electric power , is essential are forced to idle or do the best they , can with ; make-: shift material. . - Firms cannot lay off employ Can't Lay Off Workers ees because of the restrictions, according to government edict, so the employer has to cut his losses the best way he can. The government is making desperate efforts to help the companies get over the crisis. An accord has been signed with a French company to ship power across the frontier, and a big campaign is underway .to in crease the number of coal and oil-burning generators through out . Spain.
