The Mail Trib une presents s series of articles about Oregon's emergency traffic control plan. In the event of any large-scale dis aster, hundreds of lives will be saved if roads are kept open. These articles are di rected to all motorists. Save your guesses till you've, read What People Want in a President. ency Explains . State Plans area, but it is flexible and can be adapted elsewhere if necessary. The main point, no matter where a disaster occurs, is that no city could hope to stand alone. Outside communities would be the main source of help. Relief forces must be dis patched without delay. This is the first key to survival. The en tire mutual aid and "move-up" system of the fire services in Oregon relies, upon free access to roads. Mobile medical, wel fare, and rescue teams will use the roads. So will trucks that have to transport vital supplies and equipment. Jackson County has a quota for setting up a "hard core" of civil defense teams which can travel where needed during an emergency. Trained personnel from this area must be able to move quickly, as organized units, to the-point of need. Mu tual aid works both ways. If this area has its own emergency and needs help, local resources will not have to be distributed else where. And we can expect to receive aid from other cities. The speed with which a city could recover from a disaster would depend on how effective the relief forces are. The first job is to get them to the disaster scene. That's why the highways can be called the "lifelines" to a damaged area. Plans to control movement of traffic on these lifelines effect everyone in the state. In an emergency, private cars can be as dangerous as high explosives. With the public's co- Towel a Day ? Gold Hill Budget Vote To Be Held For Second Time Gold Hill Because of an er ror in calculating the number of days the city budget election notices had to be posted before the election, the city of Gold Hill will have to hold a second election on its budget for the coming year. The city recorder had counted the posting date as one of the 20 days necessary to fulfill the legal requirements. He later discovered that under a supreme court ruling, neither the posting date nor the election date could be counted. Thisleft the city short one day in the time the budget notices had been posted prior to the May election. Special Meeting Held A special meeting of the city council and citizens advisory budget committee was held June 25, to take necessary steps to call a new budget election. The date for the new election was set for Friday, July 18, from 1 p.m. till 7 p.m., at the city hall. The public hearing on the budget was scheduled for July 17 at 8 p.m. The amount of the budget re mains the same as in the first election. The total is $30,985, including the bond and interest fund of $4,000. Estimated re ceipts are set at 12,900, leaving the sum of $18,085 to be raised by taxation. Amendment Vote OK The election on city charter amendments, held at the same time as the May budget election, will not have to be done over. The charter provides that notices must be posted only ten days prior to an election on charter amendments.
