The huge Bell System, which changed its accounting practice to conform to new Federal Com munications commission regula tions, showed total assets at the 1D51 year-end of $9,732,518,787, compared with $12,774,215,960 under the old procedure. The cattlemen, members of the Agriculture Department's in dustry advisory committee on the disease, warned the Senate of the "generally threatening picture" of the deadly livestock disease "the world over."
