S (U.R) The German navy was ordered to at tack American ships on sight within one hour after the Japa nese attack at Pearl Harbor, and four days before Adolf Hitler de clared war on the United States, the war crime Tribunal was told today. The prosecution submitted evi dence that Joachln Von Ribben trop, German foreign minister, informed the Japanese ambassa dor in Berlin, Hiroshi Oshima, that the German attack order was given on Dec. 7, 1941. Sir David Maxwell-Fyfe, Brit ish prosecutor, said Ribbentrop had planned to sign a secret pro tocol with Serano Suner, then Spanish foreign minister, cover ing the Spanish entry into the war and an attack on Glbralter. Spanish Move Planned Ribbentrop informed Galeazzo Ciano, Italian foreign minister. in Sept., 1940, that he planned the Spanish move as soon as he returned to Berlin from their meeting, the prosecutor said. "The Spaniards want to con quer Gibraltar by themselves, but to prevent failure, Germany will provide Spain with special troops equipped with special weapons and a few squadrons of planes," Ribbentrop was quoted as saying. Centering his attack on Rib bentrop, Maxwell-Fyfe accused him of advocating a bloodthirsty death policy against captured al lied fliers.
