"Past and prospective ad vances In the Pacific limit the area in which Japanese ship ping can operate," a navy state ment said, "and correspondingly limit the future hunting grounds for our submarines. Therefore, the number of submarines which we can profitably employ will be correspondingly reduced." The navy said the reduction will be accomplished by cancel ling start of construction on a number of submarines which were scheduled for completion toward the end of the building program. The navy emphasized thnt the men and women released In the next few months can be advan tageously employed on other parts of the navy shipbuilding and repair programs. Its new postwar Initiative con stitutional amendment proposal will not bo submitted to the state's voteri at the general elections next November, ac cording to Willis Allen, presi dent of the pension-plan organi zation, but will be withheld until after the European phase of world war II has reached its conclusion. Variously labeled "thirty dol lars every Thursday," the "re tirement life payment associa tion" and, currently, the "pay roll guarantee association," the organization now claims a mem bership of some 492,000. It proposes a 3 per cent state Income tax and the abolition of all other state taxes in Califor nia, plus a retirement pension of $20 a week to all qualified resi dents of the state 50 years of age and over.
