C Merchant Marine Will Train Many Blow At Fairs Irk Congressmen Henderson Plan Invokes Wrangle By John W. Kelly . Washington, D. C, July 10. At present 4000 men are being trained annually for Jobs in the merchant marine. Plan is that within a few months there will fee training schools in the north west and elsewhere "graduat ing" 10.000 men for the sea every 90 days. While these stu dents will not be top-notch sailors they will have enough savvy to get around on ship board and, with a sprinkling of seasoned seamen, will quickly be converted into A.B.s. Train ing will be given also for deck officers and those in the engine room. The many hundreds of merchant., vessels uow being constructed on Columbia river and Puget sound must have crews, and these must be sup plied by the quicky courses in seamanship. There 'la rapid ad vancement in sight for third officers, who will receive papers as master as soon as they are qualified, and for grease mon keys in the boiler room to work up to chief engineer. "" ' With congress last week authorizing 800,000 tons of air craft carriers, 500,000 tons of cruisers, and 900,000 tons of de stroyers, plus contracts already let for merchant vessels, there is a prospective shortage of steel. Navy has already been re quested by the big steel com panies to use bessemer steel, but bessemer is an old-fashioned steel, brittle and fragile and would be little use in warships, carriers and tanks. Maritime has been unable to receive from WPB all the steel needed for merchant vessels in any one month. The deficit at present for maritime commission re quirements Is 189,000 tons or sufficient to construct 60 freigh ters, according to Admiral Jerry Land. Ordnance department has advised a senate committee that they foresaw inability to obtain all the steel required for their program. The railroads have ap plied for 6,300,000 tons but be cause of the shortage they may not be able to obtain 52J loco motives. e e . TO assist in making up this shortage it has been proposed bv several senators that soonae iron be undertaken by the gov ernment. Representatives or Dig steel companies decry the idea, asserting that sponge Iron should be disregarded. There are several mountains of hema tite ore available for sponge iron. One of these Iron moun tains is in Idaho, barely outside Oregon, 25 miles northeast of Huntington and about 100 miles from Asotin, Wash. It is abso intotv undeveloped. Wyoming also has an Iron mountain with in SO miles of Casper (on the old Oregon trail). If the spronge Irnn nroceas Is feasible there hnulii be a nlant at every de posit in the northwest. Bureau of mines says Its tests have Deen satisfactory, but steel men dis count it. THE more congressmen think of James P. Eastman's sugges tion (it was not an order) that state and county fairs be discon tinued for the duration the mad der they become. No attempt has been made anywhere to crack down upon horse races or football, and selecting farmers to sacrifice a day or two of relaxation once a year is held as beyond reason. It is urged that the fair association hold their events as they have for many years and continue en couraging the 4-H clubs and Future Farmers, and that the fairs be admission free to all uniformed armed services. Further suggestion is that on the fair program demonstra tions and exhibitions be gives on home defense and prepared ness with local defense civilians showing how to combat incendi ary bombs and gas attacks. HERE Is what made the house of representatives see red and begin its wrangle with Leon Henderson, price administrator. The set-up which Henderson in vited congress to approve by giving him a large sum em braced a total of 91,230 individ uals. Of these 68,230 were to be on the government payroll and 23,000 to serve as volunteers. Mr. Henderson asked for a staff of 1253, each of whose salary would be a minimum of $5600 a year. He asked for a legal staff of 4418, with the prospect of 4418 different legal opinions; he asked for 1084 business spe cialists, whatever that might mean, and 647 economists. The total payroll would give about 123 to Washington and Oregon. He asked for one federal officer, nine regional officers and 31 state officeis. Then there would be 230 district offices, 323 of fices in defense areas, five terri torial offices (Alaska, Puerto Rico, Hawaii, etc.) and 3200 local boards. Rent of the offices was itemized at $8,000,000. For the moving around of officers, spotters, inspectors $10,000,000 was asked for transportation, and for wiring and phoning the request was $4,750,000. All the employes (Henderson now has 17,000) are picked by Leon himself, as he saya ha wants the most efficient men he can find.
