These submarines, operating under the over-all British naval command, thus scored one of the heaviest counter-blows to the JaDanese in their far-flug sear air-land offensive at a time when hostilities had still not touched the Dutch territory In the east. W) Creation of the War Insurance corporation with a capital of $100,000,000 to provide "reason able protection" against losses resulting from enemy attacks on private property in the contin ental United States was an nounced today by the federal loan administration. Loan Administration Jesse H. Jones, said the corporation had been set up by the Reconstruc tion Finance corporation with the approval of President Roose velt. The Insurance would be against losses sustained by prop erty owners through "damage to or destruction of building; structures and personal propert. including goods, growing crop and orchards." The tax was voted In the recent new tax bill, but there has been controversy as to how It should be collected and some sentiment for its repeal. Chairman George (D.. Ga.) of the senate finance committee proposed an appropriation of $1,900,000 for collection of the tax through the postoffice plan. This was accepted by senators and renresentatives revising the $10,000,000,000 war funds bill and will be Incorporated in it. Under the plan, every auto mobile owner will be required to go to a postoffice before February 1 and buy a stamp costing $2.09. This stamp, to be attached to windshield, will show the tax has been paid up to July 1 when the $5 tax for the following fiscal year will become effective. CURB SUGAR HOARDING Washington, Dec. 13. VP) The OPM today froze sugar stocks in the United States and limited new deliveries by im porters and refiners to 1940 levels. The move was designed to "prevent possible hoarding or speculation."
