Phone 832 for Plans and Estimates On the "House of the Week Washington, Nov. 25. iF) Senator Capper (R.-Kas.) pre dicted today that the farm vote would determine whether the next President was a Democrat or Republican. The gray-haired senator and farm journal publisher suggest ed this was why Republican party .leaders were devoting so much effort to shaping a party agricultural policy. "I think the northern farm belt will decide the 1940 presi dential election, and things look mighty good for the Republi cans right now," Capper said in an interview. "If farm prices are low and stay low for several years, as they have recently, there is an inevitable swing in the farm blt against the party in power. "Every voter knows now that we can't have any general pros perity unless the farmer is mak ing money. That's why I'm sure the Republican party will offer a constructive program for 1940."
