For the 11th yenr, Alabama grant ed "good behavior" Christmas paroles for convicts, mostly long termers whose wardens deemed thein worthy of consideration and trust. Convicted murderers, robbers and thieves were Included among those rewarded. Many are serving life terms. Governor Bibb Graves decreed that prisoners who had "A" conduct rec ords for the last year, and who were recommended by wnrdens. could go home for Christmas if they'd promise, to come back. That's their only bond their "word of honor" to return. No probation officers will check up on them while they arc away. NEWSPAPER HELD BEST AD MEDIUM WASHINGTON. Dee. 17. fAP) The Federal Home Loan Bank Review said today that "the newspaper Is the most effective and favorite ad vertising medium of progressive Sav ings and Loan associations through out the country." The Review Is the official organ of the Federal Home Loan Bank board. It said that a poll of 271 selected as sociations showed that 55 per cent of their advertising dollars went for newspaper space and that 72 per cent rated newspapers the most effective medium. The Review urged that all associ ations give more attention to ad vertising, asserting It "should be al lotted a definite place In the associa tion's yearly budget and Its division among different media should be planned as far as possible upon the basis of known results." (AP Western civilization Is doomed to die of thirst within 800 years, the Am erican Pcololcal Union was Informed today by J. C. Stevens, Portland. Ore., consulting engineer. "A rather dark picture, but is It not the way of all flesh?" Stevens asked in a paper read for him be fore the hydrology section of the union. In session at the University of California at Los Angeles. The engineer expressed the opinion that the end might bo postponed 200 years by an intensive soil and water conservation program. Aiken of Vermont aaid today that If the Republicans want to win the presidency In 1940 they must push forward during the next two years with a liberal program that will draw labor and farm support. Ths Republican governor, who was one of the first to demand a more liberal OOP. political philosophy, told reporters:' "Tho party haa got to realize that it must be liberal If it la doing to get anywhere. Those elected to con gress have got to realize that if they professed to be liberals from expedi ency they must back up their words with actions. If they don't their views will bo corrected In the next election."
