Illumination Lack Cited as Accident Cause by Officials Luck of proper Illumination and the absence of aldew&lka were cited by Robert Maloy of the New Tork State Motor Vehicle bureau as tb only two factors directly under pub lie control which explain why a pre ponderance of fatal traffic accidents oocur on rural highways after dark. Mr. Maloy disclosed that 1.M1 of the 2.170 fatalities for the first nine months of 1937 resulted from acci dent outeide of New York City. "Accident Increase In severity, as the population decreases," ha stated. "For example, only, one of every 47 New York City accident la fatsa com pared to one of every 37 in upstate cities, and one of every 11 In rural New York." "The let-down after driving to con-' gested areas, and the absence of traf fic control such as in the city, tempt the motorist to drive fast and t the same time relax his mind," Mr. Maloy said In explanation, and summarised the following reasons for a greater number of accidents and fatalities In upstate regions: 1. Lack of congested traffic and traffic control, 3. Lack of proper Illumination of rural roads at night (lees than 300 miles of state highway axe Illumin ated). 3. Absence of sidewalks in many sections, forcing pedestrians to walk in the road. 4. Fatigue of truck drivers who are longer on upstate roada than In New York City. 6. The desire for speed In the rural sections by youthful automobile own ers. Statistics for the nation show that In 1036 23.000 of AO per cent of the 37.800 traffic fatalities occurred after dark, and because only one out of every four or five cars is then on the road night driving la Indicated to be six to seven times aa dangerous as driving In daylight. Close to 70 per cent of the total fatal accidents took place in rural sections. TO NANKING. Dec. 4.
