The president remarked treasury studies are being made and he hoped they would be In shape for use by congressional committees meeting in November to consider tax revisions. There was a brief but unconvincing upturn In rails before noon and early subsantial losses were reduced In many cases. The list soon crawled back on the downward -trail Rnd even trans portation favorites slipped after hold ing fairly well for a time. Losses ran to 4 points generally, with a few wider set-backs. Btimulating the momentary run up of the carriers was tho report a favorable freight rate decision would be handed down after the close. Signs of a further downturn In mill operations and fresh doubts re garding earnings further handicap ped steels. Coppers ran next in un popularity. Prices fell fast in the morning when the ticker tape was in arrears. The recorder was again behind on the sporadic upward reversal.
