Treasury Studies Being
Made Changes In Profit
Tax To Help Stock Market
Also Given Attention.
WASHINGTON. Oct. 22. AP)
President Rooeevelt. answering a
press conference question today,
Mid it had not been determined
whether congress would have to en
act new taxes. He added, however,
as things look: now such levies will
not be necessary.
The president remarked treasury
studies are being made and he hoped
they would be In shape for use by
congressional committees meeting in
November to consider tax revisions.
In answer to other queries, Mr.
Hoosevelt said the , undistributed
profits tax and the capital gains
tax are being given attention by
the treasury In this connection.
These two levies recently have
drawn the fire of buslnes spokes
men, who have asserted they were
partially responsible for the stock
market downtrend.
The chief executive wiil confer to
day with Daniel W. Bell, acting bud
get director, regarding financing for
a proposed new corn loan program.
Secretaries Morgenthau and Wallace
will participate in the meeting.
There have been rpports consider
ation might be given to reimporting
processing taxea for the corn pro
gram and for the new general farm
plan to be offered at the forth
coming special session.
Asked whether he could comment
on the possibility of a balanced
budget In the next fiscal year in
the light of his revamped budget

lost the rallying urge in todays mar
ket as renewed selling of steels chill
ed speculative sentiment for virtual
ly all other groups.
There was a brief but unconvincing
upturn In rails before noon and early
subsantial losses were reduced In many
cases. The list soon crawled back on
the downward -trail Rnd even trans
portation favorites slipped after hold
ing fairly well for a time. Losses
ran to 4 points generally, with a few
wider set-backs.
Btimulating the momentary run
up of the carriers was tho report a
favorable freight rate decision would
be handed down after the close.
Signs of a further downturn In
mill operations and fresh doubts re
garding earnings further handicap
ped steels. Coppers ran next in un
popularity. Prices fell fast in the morning when
the ticker tape was in arrears. The
recorder was again behind on the
sporadic upward reversal. Volume,
though, was considerably under that
of the previous session, transfers be
ing around 2.1000,000 shares.
