Should a man get the garter no d proposals were permitted. Katherine Richer in "The Customs of Mankind", says that - after a few brides were ruined in the rush and many others practically denuded the cus tom was abolished. In 1288 Scotland because of confusion of Leap Year customs passed the following law: "It is statut and ordinant that during the rein of hir maist blissit megeste for ilk yeare knowne as lipe year, ilk mayden ladye of bothe highe and low wyfe, he shall be mulcted ye sume ane pundis or : lykes, albeit he refuses to taik hir to be his lowful wyfe, he shall be mulcted ye sume ane pundies or less as his estait may be; except and awis gif he can make it appeare that he is betrothit ane ither woman he then shall be free." A later custom and one still surviving in some parts of the world involves Leap Year cake This custom is fully outlined in the bakery section of this ad.
