Modification Powtlblt. "It It possible to modify a flexible plan so that the net result of the program and the forces of nature will combine to achieve tho reault originally sought The AAA, he aald "cannot operate affectively bringing a new deal to ibe farm people of this country un less they, themselves, throw their full weight Into the traces. So far. farmers have responded magnificent ly. Their responsibility in the future Is even more Important." He called country production con trol associations "one of the moet slgnlflcent social and economic ds- i Telopments which have come out of the agricultural adjustment experi ment thus far" and declared his hope that In the future they would "pro Tide an Important new outlet for the energy, the planning and the inven sKenens of the young men and wo jnen who are on the farm.' It la much easier to develop nationalistic policies than It I to tear them down. "We feel that some progress Will he made, but tn the meantime it ap pears that the sane thing to do la to bring production to the level of con sumption, ao that a burdensome sur plus may not depress prices." wj jllliiMMi 1 1J ii FOR RA!
