Secretary Wallace Defends
Acreage Control Plans at
Kentucky Farm Picnic
People Must Lend Aid
FADUCAH, Ky., Aug. 1 (AP)
Secretnry Wallace said today that the
drought showed the necewtty tor
continuing agricultural adjustment
lather than ending It.
Defending acreage control plans,
be told an audience at a farm picnic
that some critics are saying "that
this drought provea tns futility of
attempting production control meas
ures. If anything," Wallace aald, "it
proves that the contrary Is true; for.
as has been been demonstrated by
recent modifications In contractu aj
agreements In our commodity pro
grams. If forces over which men have
no control Intercept a plan of action
and partially remove the cause, our
program Is sufficiently elastic to re
spond to that emergency by doing
Just what any practical, hard-working
and level-headed farmer would
do In auch an emergency.
Modification Powtlblt.
"It It possible to modify a flexible
plan so that the net result of the
program and the forces of nature
will combine to achieve tho reault
originally sought
The AAA, he aald "cannot operate
affectively bringing a new deal to
ibe farm people of this country un
less they, themselves, throw their
full weight Into the traces. So far.
farmers have responded magnificent
ly. Their responsibility in the future
Is even more Important."
He called country production con
trol associations "one of the moet
slgnlflcent social and economic ds- i
Telopments which have come out of
the agricultural adjustment experi
ment thus far" and declared his hope
that In the future they would "pro
Tide an Important new outlet for the
energy, the planning and the inven
sKenens of the young men and wo
jnen who are on the farm.'
Foreign Outlet Lest
Long an advocate 01 low tariffs
nti an advocate of the new recipro
cal tariff bargaining policy. Wallace
attributed much of the predicament
of Kentucky tobacco farmers to
.vanished foreign markets.
Foreign consumption of American
tobacco declined as much as 75 per
eent for some types, b said, adding
"It remains to be seen Just how
much progress we can make during
this year and next In regaining the
lont foreign trade. It la much easier
to develop nationalistic policies than
It I to tear them down.
"We feel that some progress Will
he made, but tn the meantime it ap
pears that the sane thing to do la to
bring production to the level of con
sumption, ao that a burdensome sur
plus may not depress prices."
