This date not only marks tbe (minding of the American navy, but It 1 lw the birthday of the late President Theodore Roosevelt, who waa uch a etauncb supporter of an adequate naval de fense. It waa due to George Washing ton'! 'persistent efforts that congress appointed a "naval committee" con ' fisting of John Adams, Silas Dean and John Langdon. On the 37th of Ootober, 1775, the American navy was officially established by eon- greas and that day, which la tthsodore Roesevelt'a birthday, sow annually celebrated by the navy as "Navy Day." Gradually Built Up From thta humble beginning, our American navy has gradually been built up. In every war In which tbe United States engaged, the navy baa added to Ita brilliant record of achievement, and In times of peace, has contributed very mater ially to this country's prestige In the family of nations, and to the advancement of marine engineering. The foreign policy of President Theodore Roosevelt called for show lng our seapower to the world and contributed greatly to the success ful execution of his policies. The Atlantte fleet consisted of sixteen first cues battleships with some fleet auxiliaries. In 1007 this great white armada was sent on the mem- orable world encircling crluse which atarted from the Capes of the Chesa peake and ended there In a revlow by Prealdent Roosevelt on Washing' ton's birthday, In 1909. World War Record Bright The effective work of our navy during the World war la fresh In the minds of all. The great troop move. mente crossing the Atlantte, the convoys, the destroyer force with Its antl-aubmarlno aooessortes, the bat tle squadron with the British Grand fleet, the great North Sea mine bar rage, the submarine activities and the bringing of the army home, all teats of great Importance contribu tory to victory were all well done and carried out in true navy spirit. The fact that no American soldier escorted by the United 8tates navy lost his life In transit astounded those In the highest poeltlons of authority. Foiiowlng the World war came publlo reaotlon on a world-wide acale, similar to what this country xpart need after the war of the rebellion. The world was war weary. The suffering, the great economic waste, the tremendous war debts, the burden of taxation that must be banded down to posterity all ct these factors Influenced thinking people to see what might be done to prevent future wara. The League of Nations, many treaties between nr., Ions, some commercial In char acter, others to outlaw war, torn to prevent armed or forceful sggres elon, a few to maintain the status quo, sll were designed to bring about peaceful settlements of Inter national disputes. Leader For Peaoe The United States waa a leader among tbe powers of tht world In li alncere effort to Moure permanent peace and eecurlty. To further this great movement Prealdent Harding in 1931 Invited the leading naval powers to attend the Washington conference for the Limitation of Navel Armament. The Incoming Roosevelt adminis tration faced tbe climax of a twelve year policy of waiting In hope that aueoaaslva disarmament conferences would accomplish what the Ameri can government had so earnestly striven to acnieve. Navai Strength Fens The result was that the nations of the world hire shown little In clination to follow our lead. We, In the meantime, had' fallen con siderably behind our authorised strength and barely ahead of Japan In actual strength. me national industrial recovery act provided funds for the rehablll tatlon of industry and the president authorised that tass.OOO.OOO be allo cated from this fund for the pur pose of constructing and equipping ea navai vessels. This being the most extensive building program since the year 1918, when President Wilson undertook to build the navy up second to none. A. Tupper of the commerce departments divi sion of economic research, said It waa natural for lost month's exports to rise about 14 per cent above August, because of seasonal factors. Increase 2Z Per Cent. But the Increase was 23 per cent, jumping from 131,000.000 In August. More favorable dollar exchange was credited with at least a portion of this reversal. The exchange, officials said, also was reflected In Imports Which usually show an August-Sep tember drop of only 1 per cent, but slumped last month from 165,000,000 to 147.0O0.OO0. The dollar value of foreign trade during the last three months shows substantial gains from the corre sponding period of last year. Exports in the third quarter were valued at 3.S per cent more than in the same quarter In 1033 and imports at 65 per cent mora. Higher Dollar Helps. Nevertheles, Tupper said.
