In announcing the date for the third assemblage of the leglalature for this year the gov ernor at&ted: "In order that funda may be made available for the atate to cooperate with the federal government. "Although the federal government has heretoiore allocated lunu ior the care of the destitute without re quiring the state to cooperate, the federal relief administrator, Harry L. Hopkins, recently announced that In the future It would be neceasay for the state to matoh, federal funds on a two to one basis,-and he has this day formally notified the executive department that federal contribu tions for relief in Oregon will not be continued beyond the middle of De cember except on a. cooperative ba lls: "In view of this policy of the fed ral government with respect to fu ture relief funda, and In view of the further fact that the various coun ties and eltlea are financially unable to carry on any further relief work, there la no alternative left but a spe cial session to provide way and means for meeting the demands of the federal relief administration. "WltA respect to the need of legis lation governing alcoholic beveragea, It Is sufficient to state that when the prohibition amendment of the federal constitution Is repealed a few weeks hence, Oregon will be without any regulatory legislation on this Important subject. We must meet the situation promptly If the evils attendant upon the old saloon re gime are to be avoided. "The special session will also af ford an opportunity to consider leg islation for the relief of financially distressed school districts, remedial legislation connected with bus and truck regulation, and certain other emergency matters which have aris en alnce the regular legislative session." MINOR BLAZES IN Two fires were reported to the Rogue River forest service headquar ters here yesterday afternoon, but both were soon extinguished, after burning over email territories, atump and slashing fires, which got out of control, were given as the cause. The blare on Humbug creek In the Applegate section, covered a territory of about 13 or 18 acres on brush land that had been burned over two yeare ago. Ten men from the Apple gate CCO camp took charge. The other fire was on Thompson creek, and started from a slashing fire. C, this morning elected L. E. Williams, secretary of the local Scottish Rite bodies, to receive the honorary rank of knight commander of the court of honor. Mr. William ha been active In the various Muonlo activities since com ing to Medford, serving the Blue lodge aa secretary, and aecretary of the local bodlea of the Scottish Bite since 1936 During the four years of 1039 to 1032 Inclusive, his work as secretary ha received many favorable comment from the secretary general at Washington, and also from the sovereign grand Inspector general In thla atate. Thla honor la conferred only by the supreme council on thirty second degree members for meritori ous services to the rite. I Obituary Addison David Reims. Addison David Helms naased awav October IS at a hospital at Ashland, where he had been brought the day before for medical treatment, from hla home at Klamath Junction, south of Ashland. He had been 111 for some time with asthma and heart trouble. He waa the last member of the family of Mr. and Mrs. James Helms, pio neer of Talent. The other children, now deceased, were: Al, Mrs. Belle Pellett, Dr. Oeorge, Henry and Oliver. He wa born at Denver, Colo., May la, 186S, being 70 years and five month old at the time of hi death. July 4, IBM, he waa united In mar riage to Miss Mary Lance, who aur- vives; also a son, Addison D.. Jr.. two son having passed away. Otis In lniancy and Donald, who waa killed In an auto race in Medford In 1013. He wa a brother-in-law of George and Marlon Lance of root creek They have spent the paat 38 years of tneir life at their home at Klamath Junction, except most of the winters were apent in Californal on account of Mr. Helms' health. He has been a respected member of the commun ity in which he lived, and will be missed by his many friends. Funeral service were held Sundsy afternoon at the Dodge chapel In Ashland, Rev. Hall of the Methodist church offici ating. Interment at the Rock Point cemetery west of Gold Hill. EVE Everything la In readiness for the big high school rally to be held, to morrow night at 7:30 as a start for the campaign to supply the high school football team with new suits, It was announced by Dr. Lee, chair man of the civic affairs committee of the chamber of commerce, today. A reviewing stand will be placed along-side of the chamber of com merce building by City Superintend ent Fred Scheffel, and those Inter ested are asked to be at the stand promptly at 7:30 w.hen a brief cere mony will be conducted by O. E. Gates. The high school students, preceded by the band, will march from the city park past the reviewing stand, thence south on Front street one block, returning north on Central avenue to Main, and will finish at the reviewing stand, Following the brief exerclsei, the students will carry out a serpentine and sing one or two numbers and It la estimated that the whole proced- lngs will not take more than forty five minutes. The benefit show will be held at Hunt's Craterlan on Wednesday, Oc tober 26, and It Is condently believed that a packed bouse will be on hand at that time. E E A meetln of young business men be held In Vie high school on Thurs day, October 10th at 7:30 p. m. for the purpose of organising a public speaking class, It waa announced to day by Dr. R. E. Lee, chairman of the chamber of commerce civic affaire committee. Ralph R. Bailey of the senior high school faculty will be In charge. "It Is our purpose," stated Dr. Lea, "to have a group of about twenty- five men take a 20-week course In public speaking." Dr. Lee pointed out that It Is not the intention of the chamber of com merce to merely develop public speakers but It la believed that t,he course will create leadership among the younger business men who In the next few years will take over the reigns of civic affairs In Medford. Quite a number have already signed up for the course and anyone interested la asked to attend the meeting Thursday when everything in connection with the public speak ing class will be fully explained.
