PA75E SEVEN FOR STA1TS CARE Committments to Institutions Grow From 17.69 to 19.77 Per Cent for 1000 Popula tion in Past Ten Years SALEM, July 37. JF) Committ ment to five stat Institution In Oregon during th paat 10 years have increased from 17.69 per 1000 popuU- tlon to 19.77, a report Just prepared for atate officials revealed. The five Institutions are the state hospital for the insane, feeble minded Institution, state penitentiary. Industrial school for girls and the boys training school. The twenty-year report made after .several months research work reveal ed that in only eight counties of the state has the attendance per centae shown a decrease while one remained the same. All others showed Increases, gome Show Decrease Marlon county, which had the larg est per capita attendance In the 10 years preceding 1921, due to many counties sending such persons to Sa lem and letting the Marion county court commit them, dropped from 26 ( per thousand to 31 in the five In stitutions. Other counties showing decreases were Baker, from 31 to 19; Gilliam, from 13 to 11; Harney from 16 to 12; Malheur from 10 to 14; Sherman from 11 to 10; Union from 19 to 18.5 and Wasco from 33 to 31. Wheeler county remained the same a 10 persons. Umatilla during the past 10 years sends the most to these Institutions, averaging 38 out of every thousand population, an Increase during this time of four persons. The greatest In crease In committments was reported from Lincoln county. Jumping from nine to 17. Jackson county Increased from 14 to 22 per thousand. Heavy Growth Seen Other counties sending large num bers to be taken care of by the state and al showing Increases the past 10 years are Douglas county, 24. an In crease of six: Josephine county 23, la crease of five; Coos county 22. in crease of seven Clackamas county 21. Increase of seven; Clatsop county 21. Increase of three; Lane county 21, in crease of five; Multnomah county 21, Increase of one. Records from the remaining coun ties, also showing Increases were: Ben ton from 14 to 15, Klamath from 13 to 16, Columbia from 13 to IS, the three counties of Crook, Deschutes i end Jefferson compiled together, 10 to 15, Curry from 16 to 16. Grant from eight to 13, Hood River from 15 to 18, Lake from 13 to 14, Linn from 13 to 18, Morrow from nine to 13, Polk from 14 to 18, Tillamook from 12 to 19, Wallowa from nine to 13, Washington from 15 to 16 and Yamhill from 14 to 17. FINLEY IN PLEA SCHMELING ON HIS HONEYMOON TRIPLE OBJECTIVE ALFOF ADEQUATE SEWER Hamilton Patton, member of the committee of the chamber of com mere, which worked out the plans for the sewer bond Issue which citi zens will vote next Friday, In an in terview this morning made the fol lowing statement: "The Chamber of Commerce had three things in mind in developing tnrough Its public works committee the suggested scheme to the city council for the bond issue on the sewage disposal plant which is to be voted on Friday. "In line with the deal res of the president and oongoess in working out a better schame of taking care of un employment than the dole system, which has been customary in recent months ajid hfu been severely critl c.red, the directors have already en tered upon a public works program All heads of relief work believe that inasmuch as money must be spent for unemployment relief, something definitely constructive should be the lesult of the expenditure. This pro ject will put men to work and get something for the money spent. This Is especially true since 130.000 of the sum will be an outright donation from the government. "Last year the city lost certain law suits and paid damages, due to the condition of the sewage disposal sys tem now used These damage suits will continue and the amounts award td will Increase considerably, causing a greater cash outlay than the an nual bond retirement schedule necessary. "No one who has any Interest In Lvlng in a healthy community can consider our present disposal sys tem satisfactory. This reason alone should necessitate the voting of the bonds. "The committee wished to work out a scheme that would not raise cur rent expenditures of the people pay ing the retirement schedule called for This was done through the co oper at ion of the water department and the city council, which has al- :rady been explained. The combined monthly charge for the water and the retirement of the sewage bonds will henceforth be Identical with the present water rate. If the people vote the bonds. The cost of the plant is ;n line with today's price, and the people are asked to vote an issue of between one-quarter and one-third of what was suggested in the last elec tion when placed before them fur ti.elr consideration.
