PROGRAM REM IN FEWMONTHS Secretary Perkins Says Bil lion Dollar Public Works Plan Possible Within Four or Five Months WASHINGTON, April 14. (AP) Secretary Frances Perkins, who for several weeks has been working on an unemployment program ror presi dent Roosevelt, said today It was pos Bible to start a two to three billion dollar public workat program within four or five months. The activities that Miss Perkins outlined in response to questions at a press conference covered the wide ranae of federal, stats, county and city projects which she described as "not of the monumental lype. Legislutlon Necessary Much federal, state and local legis lation and authorization would be necessary to put It underway. She listed waterworks, grade cross ing elimination and road building at the head of the possibilities, out atso stressed slum clearance and the ouiia lng of low-cost homes. "The Important thing," she said, "Is to distribute the work to places where there are pools of unemployment. "Federal public works, many of them m sparsely settled places, do not drain the unemploymetn pools." Low-cost housing, Miss Perkins said, had alwayst proved not only elf liquidating but a paying propo sition. Viewed From Many Plonts Asked about the large number of unemployment relief plans on which - MLsa Perkins is working, sne saia: "The problem must be attacked on many fronts, closing In from a rlcty of different points." The special value of a public works program, she said, lay In the fact that It utilized brick, concrete, steel and such materials known as "cap! tal goods" and prompted the pur chase of food and clothing known as "consumers' goods,' at the same time giving work to the contractors in a class between the two. and thus proving a general stimulant to pri vate industry. However, she said, the ultimte aim must be to return people to the mills, mines, factories and telephone offices wftere they normally work. The mobilization of industry by opening large numbers of factories Immediately, she pronounced "highly desirable but difficult to achieve un der any artificial plan.' ICAOE ST HASTINGS. N. T.. April 14. JP Mr. and MM. John Vaco, Immigrants, and their 3-year-old twin daughters till were barricaded today against anybody who would bring medical treatment to the Infante. The children's court awaited a de cision from the appellate division of the supreme court before carrying out its own order for an operation on Helen Vasco. one of the twins. The parents have refused to give their permission for the operation. Which Is held by physicians to be Im perative. The girl has an eye tumor. Yesterday the parents barricaded the doors and threatened to pour scald ing water upon anyone attempting to enter. (P) A negro burglar ha confessed the slay ing of Mrs. Robert E. Coleman for which her young husband bu served four years of a life sentence at bard labor on a Georgia chain gang. Officers said th negro, James Starka, a convict camp inmate, told them yesterday he crushed the young woman's head with a poker March 14. 1929 when he found Jjer alon with her nine -months-old baby. He gave no motive. Another prisoner had tip ped police he knew about the slay ing. Coleman testified at his trial that he came home to find his bedroom a shambles and his wife dead, but he was convicted on circumstantial evi dence. He was 33 then.
