Secretary Perkins Says Bil
lion Dollar Public Works
Plan Possible Within
Four or Five Months
WASHINGTON, April 14. (AP)
Secretary Frances Perkins, who for
several weeks has been working on
an unemployment program ror presi
dent Roosevelt, said today It was pos
Bible to start a two to three billion
dollar public workat program within
four or five months.
The activities that Miss Perkins
outlined in response to questions at
a press conference covered the wide
ranae of federal, stats, county and
city projects which she described as
"not of the monumental lype.
Legislutlon Necessary
Much federal, state and local legis
lation and authorization would be
necessary to put It underway.
She listed waterworks, grade cross
ing elimination and road building at
the head of the possibilities, out atso
stressed slum clearance and the ouiia
lng of low-cost homes.
"The Important thing," she said,
"Is to distribute the work to places
where there are pools of unemployment.
"Federal public works, many of
them m sparsely settled places, do
not drain the unemploymetn pools."
Low-cost housing, Miss Perkins
said, had alwayst proved not only
elf liquidating but a paying propo
sition.
Viewed From Many Plonts
Asked about the large number of
unemployment relief plans on which
- MLsa Perkins is working, sne saia:
"The problem must be attacked on
many fronts, closing In from a
rlcty of different points."
The special value of a public works
program, she said, lay In the fact
that It utilized brick, concrete, steel
and such materials known as "cap!
tal goods" and prompted the pur
chase of food and clothing known as
"consumers' goods,' at the same time
giving work to the contractors in a
class between the two. and thus
proving a general stimulant to pri
vate industry.
However, she said, the ultimte aim
must be to return people to the mills,
mines, factories and telephone offices
wftere they normally work.
The mobilization of industry by
opening large numbers of factories
Immediately, she pronounced "highly
desirable but difficult to achieve un
der any artificial plan.'

ELK COMMITTEES
NAMED FOR YEAR
The Elks' crab feed was a huge suc
ess. A record' breaking crowd at
tended and stayed, at the tables until
all the crabs, beer, cheese and crack
ers and other dishes were consumed.
The best party in years," and "Just
like old times." were the expressions
most heard from the members, and
officers were besieged with questions
of when the next similar affair would
be held.
The lodge meeting was turned over
to T. E. Daniels, first exalted ruler
of the lodge and he proceeded to
call to account several of the mem
bers for past wrongs, greatly to the
benefit of the charity fund. The en
tertainment high-light of the even
ing was provided by James Stevens
and Sebastian Apollo. Stevens sang
his first number "Brown October
Ale," considered very appropriate, and
an encore, "Brother, Can You
Spare a Dime?" which was so well re
ceived that he was obliged to encore
with "I Love Life." Sebastian Apollo
played the accompaniment and fin
ished off the musical entertainment
with the sparkling piano solo. "Kit
ten on the Keys."
Committees for the lodge year were
named by Exalted Ruler Fllegel as
follows: Finance committee, Roy
Prultt, Don Newbury and Clarence
Fry: sick visiting committee: N. S.
Young, N.. S. Bennett, O. M. Selmsby,

and J. F. Fllegel. Fllegel also an
nounced that the lodge will enter
tain with a May Day dance on Mon
day. May" 1.
All agree that the affair was the
best Elks party since the prosperous
twenties and anxiously await the next.
Past Exalted Ruler Leon B. Hasklns
will have charge of the meeting May
4 and promises to out-do daniels for
a snsppy meeting. Special rewards
last night were made to Larry Schade

"Jumping Joe Savoldl, the Notre

started "taking out" wrestlers and
wound up flooring Jimmy Londos, la
takl ng his claim to heavyweight
championship laurels very seriously
Indeed. So seriously. In fact, that
he has bought himself an overcoat.
"It was an right." he saya, "to go
around without a coat or hat when
t was Just a wrestler. Cold never
bothers me. Now lt different.
You've got to look like something
when you're champion."
The naive youngster, who would
have been an all-America fullback If
he hadn't married In his senior year
aa Kmtte Rockne's star pupil and
thus eliminated himself from South
Bend football near the close of the
1030 season, already has a crick in
his neck from looking at New York's
tail buildings.
Joe has been here before, as a pre
liminary wrestler In the Londoa
troupe, but never amid the attention
that now surrounds him, and with
free time to take in the sights. He
said he accepted yesterday a "100.
000 offer" of a Toronto syndicate
headed by Percy R. Gardner for &
share In his managerial contract.
Then, feeling he could afford it, he
bought his new overcoat before talc
ing in the ball game.
