A proposal to consolidate eastern railways into four major systems hag been agreed upon by railway executives. Announcement of the agreement wao made by President Hoover. The four major flroups in the plm are the New York Central, the Pennsylvania, the Baltimore and Ohio and the Chesapeake and Ohio, which, with the Nickel Plate, in the Van Swerinqen system. In the consolidation the New York Central gets the Lackawanna; the Pennsylvania retains control of the Wabash and the Detroit, Toledo and I ronton; the Baltimore and Ohio gets the Reading and the Central of Nrw Jersey, and the Van Sweringcn system will add the Lehigh Valley and possibly the Pittsburgh and West Virginia rnd the Western Maryland. "Several separate commissions now exercise jurisdiction over mat ters affecting agriculture, several hoards administer our labor laws, several agencies our health laws, nnd several depart men to control our finances, with little or no ef fective coordination between them. "Legislation Bhould bo enacted consolidating these multiplied agencies Into single departments, which would result not only in greater efficiency but in economy of administration." "In the present state of bewil dering confusion tho governor cannot exorcise the effective su pervision and control which the people have a right to demand." Governor Meier recommended enactment of legislation extending tho homo rulo principle, "with adequate safeguards, to municipal ities so that they may enjoy, if they so elect, the right to contract by franchise, or otherwise, with any public utilities as to rates, ser viee and facilities within their boundaries." lie recommended repeal of the "so-called certificate of conveni ence and necessity act under which all competition Is barred in the utility field." Meier recommended adoption of the child labor amendment to the federal constitution.
