saying Orotron's bonded indebted-
nesH "is the Hecuml KroatOMt per!

Uakota oceupyint; firnt place," ,
continued with tlio doclaraflon:
Those are stupendous figures
and omphiislzi! tho need of rigid
lotretuhment in the future on the
part of the state nnd its sub
divisions to the end that our out
standing indebtedness may be re
duced to the lowest possible mini
mum consistent with progress and
advancem ent.
The debt of Oregon and its po
litical sub - divisions, he said,
amounts to fuSO.lMH.llfl. of which
$ 21 K.l f3.34f represents outstand
ing bonds, and 912.U44.770, war
rants and other obligations.
In the first few words of his ad
drosH iovernor Meier spoke of
taxes and of the duty of the legis
lature to raise revenue. He men
tioned two sections of the state
constitution and said:
Go von uncut Cost High
"One of tho greatest problems
Is the increasing cost of govern
ment," Meier declared. "Adminis
trative ageneies havo multiplied to
a bewildering degree.
"Several separate commissions
now exercise jurisdiction over mat
ters affecting agriculture, several
hoards administer our labor laws,
several agencies our health laws,
nnd several depart men to control
our finances, with little or no ef
fective coordination between them.
"Legislation Bhould bo enacted
consolidating these multiplied
agencies Into single departments,
which would result not only in
greater efficiency but in economy
of administration."
"In the present state of bewil
dering confusion tho governor
cannot exorcise the effective su
pervision and control which the
people have a right to demand."
Governor Meier recommended
enactment of legislation extending
tho homo rulo principle, "with
adequate safeguards, to municipal
ities so that they may enjoy, if
they so elect, the right to contract
by franchise, or otherwise, with
any public utilities as to rates, ser
viee and facilities within their
boundaries."
lie recommended repeal of the
"so-called certificate of conveni
ence and necessity act under which
all competition Is barred in the
utility field."
Meier recommended adoption of
the child labor amendment to the
federal constitution.
Favors Budget
lie mentioned the state budget
commissioner In saying "I am
strongly In favor of a budget sys
tem as It means intelligent state
wide planning. The head of this
department should have the power
to estnblish a uniform system of
book-keeping as well as to Inquire
into tho necessary expenses ot
every agency of the state.''
Merit will govern Mr. Meier's
appointments, he declared. - "I
reiterate here," he told the legis
lature, "with omphnsis my pre
election pledge to the people: that
merit nnd merit only the fltneKS
of tho individual for the post
will be considered In making such
appointments as come within the
scope of my office."
Mr. Meier closed his address
with a tribute, to tho late Senator
fteorge W. Joseph, his life-long
friend and associate. "I construe
my election to this high office,"
he said, "by such an avalanche of
votes absolute vindication of the
cause for which Senator Joseph
so valiantly fought and sacrificed
his life, and as an absolute man
date from the people of the state
of Oregon to this legislative assem
bly to write these principles and
policies into tho fundamental law
of tho state."
