There was no susnestion in Un American limitation proposals tin: anyyards be scrapped and so far as navy yard facilities in this country un concerned, all will be needed, it is said, in the maintenance and repair ol the retained fleet. 1 At present the I'nitPd States lias several navy yards equipped to build capital ships. It has not been contem plated here that it would be necessary under the reduction program to scran the equipment of these shops and building (locks. Some of the machin ery would not be needed, of course, for repair work and would lie idle; but tho bulk of the government plants in each case would be constantly in use in keeping up the eighteen battleships to-be retained by the United Stales, It was said. These ships, the newest in the navy, are in many eases now ap proaching the point where regular overhaul programs are necessary to keep them hi first class shape.
