At present the I'nitPd States lias
several navy yards equipped to build
capital ships. It has not been contem
plated here that it would be necessary
under the reduction program to scran
the equipment of these shops and
building (locks. Some of the machin
ery would not be needed, of course, for
repair work and would lie idle; but
tho bulk of the government plants in
each case would be constantly in use
in keeping up the eighteen battleships
to-be retained by the United Stales, It
was said. These ships, the newest in
the navy, are in many eases now ap
proaching the point where regular
overhaul programs are necessary to
keep them hi first class shape.
If the llrilish suggestion a wholly
informal one as yet, so far as known,
has to do with providing means for
instiling the advancement of naval en
gineering knowledge during the pro
posed ten year holiday, there 1s no
doubt that It will receive much :pin
val among American naval officers.
That aspect of the proposal already
has appealed to experts of the I'nited
States. They have assumed that (his
would be covered in the final form ol
