The. republican leaders in congress have omitted no opportunity to embarrass the president. TliAv have Kou;lit to take control id' the war out of his hands and sub stitute an unconstitutional jvar council to do the presi dent's work. They have introduced numerous resolutions to tie his hands, even in the peace negotiations, and have ceaselessly played politics for partisan advantage. Not withstanding which the war has been run efficiently, with few of the scandals that marked the Spanish-American war, and a maximum of results. The administration has delivered the goods. There never was a president elected bv a polit ical party who did not appeal for a congress to support his policies.. J lie election or an opposition congress m the midst ot a presidential term cannot be construed as other than a loss of confidence in the executive. A hostile congress can tie the president's hands and nullify his program and there is now a widespread conspiracy, financed by reactionary captains of induslry and self seeking politicians, to thwart him. The nation has developed in "Wood row Wilson one of the great statesmen of the time perhaps the greatest. Ifis leadership is acknowledged throughout the world, lie lias been universally recognized by belligerents and neutrals as the spokesman of the allies and of the cause of democracy. Only in his own country do the liliputian carpel's, blinded by partisan prejudice, attempt for selfish and political purposes to malignantly assail him. The president's chief concern, however, is not the ef fect that the election of a republican congerss will have in America for by an appeal to the people and an aroused public opinion, be can force through his most vital meas ures, but; the effect that it will have on European coun tries, -where the election of an opposition congress will be regarded as popular disapproval of his conduct of the war and of peace negotiations. , Lloyd (icoi'ge is soon to appeal to the people of Clival Jiritain on the same platform that I 'resident Wilson now appeals.
