COMMUNICATION.
P0MTK7AXS ;ue niiicli wrought up over the jipiiciil
niado by President Wilson In tin? void's fur an eiHlorso
niciit til' bis iHliiiinist ration by 1 lit election of a dcinocratic
congress. Hopublicans bad been eoiifluctiiitf a year's gum
shoe campaign to win (lie Uouso on the specious plea of
supporting the president, baving no other vital issue, and
the president's appeal litis shown lliem in their true posi
tion supporters of the war, but not of the president.
The. republican leaders in congress have omitted no
opportunity to embarrass the president. TliAv have
Kou;lit to take control id' the war out of his hands and sub
stitute an unconstitutional jvar council to do the presi
dent's work. They have introduced numerous resolutions
to tie his hands, even in the peace negotiations, and have
ceaselessly played politics for partisan advantage. Not
withstanding which the war has been run efficiently, with
few of the scandals that marked the Spanish-American
war, and a maximum of results. The administration has
delivered the goods.
There never was a president elected bv a polit ical party
who did not appeal for a congress to support his policies..
J lie election or an opposition congress m the midst ot a
presidential term cannot be construed as other than a loss
of confidence in the executive. A hostile congress can tie
the president's hands and nullify his program and there
is now a widespread conspiracy, financed by reactionary
captains of induslry and self seeking politicians, to thwart
him.
The nation has developed in "Wood row Wilson one of
the great statesmen of the time perhaps the greatest.
Ifis leadership is acknowledged throughout the world,
lie lias been universally recognized by belligerents and
neutrals as the spokesman of the allies and of the cause of
democracy. Only in his own country do the liliputian
carpel's, blinded by partisan prejudice, attempt for selfish
and political purposes to malignantly assail him.
The president's chief concern, however, is not the ef
fect that the election of a republican congerss will have in
America for by an appeal to the people and an aroused
public opinion, be can force through his most vital meas
ures, but; the effect that it will have on European coun
tries, -where the election of an opposition congress will be
regarded as popular disapproval of his conduct of the war
and of peace negotiations. ,
Lloyd (icoi'ge is soon to appeal to the people of Clival
Jiritain on the same platform that I 'resident Wilson now
appeals. If a majority favorable to him in the bonne of
commons is not secured, it means that llie Mritish people
do not: approve of his course in winning the war and it
means his retirement as premier. The difference in the
lirilish and American constitutions is that the executive
in American continues through his fixed term, while in
Kngland ami oilier continental count ries, a vote of hick of
confidence ousts the administration.
There is plenty of precedent for the president's appeal.
We do not need to go back further than the Spanish
Anici icaii war, when in 1S!)S we find Theodore Koosevelt,
Ihcn a caudidafe for governor, appealing to the country
lo elect a congress of I he same party as (he president, as
follows:
"llememher that whether you will or not, your voles this year will ho
viewed hy Iho nalloas of Kuropn from ono standpoint only. They will
draw no lino dcsllnctiotis. A refusal to sustain Iho president this your,
will, In their eyes, ho read as a refu sal til sustain Iho war and to sustain
Iho efforts of our peace commission to socuro tho fruits of war. Such a
refusal may not Inconceivably hrlnK about a rupture, of peace negotia
tions. It will kIvo heart to our defeated untaKonists; It will make possi
ble tho Interference of Ihoso doubtful neutral nations, who In this striiB
Klo havo wished us 111.''
We find, on the eve of the same elect ion, l?en,jainin
Harrison, former president of the United Slates, making
the saint! appeal as follows:
"If tho word noes forth Unit the people of tho United States are
standln;: solidly behind Iho president, tho task of the peace commission
ers will lo easy, hut If there Is n breaks in tho ranks it tho democrats
score a' tolling victory, if democratic senators, conKronsinen and Rovor
n nra are elected Spain will see in it u pleam of hope; she will take fresh
hope, and a renewal of hostilities, more war, may bo necessary to socuro
to us what wo havo already won."
It is just , -is true ill the situation today. ' If (he people
of the I'liilcd Slates do not sland solidly back of the pres
ident, America's influence in the peace negotiations will
be nullified and it will be next, to impossible, with the
powerful autocratic and reactionary elements existant
among our allies and enemies to force a peace thai will
make the world safe for democracy ami democracy safe
for the world.
