Altlio this change tints more work and responsibility on Col onel Minis, his salary remains the same and tiie size of his bond is not increased. The change was made in order to expedite the delivery of supplies to the postmasters of the smaller of fices anil to more systematize the keeping of the accounts of the vari ous smaller offices with the postof fiee department. Heretofore much inconvenience was cunsed the smaller postoffiees because of the fact that all requisi tions hnd to be made to Washington, mid it took such a long time for the supplies to he expressed buck.
