rEDFOT?T MATT, TRTBUXE METFOT?D, OT7F.OOX. TUESDAY. MAY 29, 1017. PA"GE FIVE BRAZIL SEIZES GERMAN SHIPS E NDSNEUTRALITY Neutrality Decree Revoked on Ac count of Torpedoing of Brazilian Vessels Construed as Declaration of State of War With Germany Breakdown of German Propaganda. RIO JAXKIRO, May 29. Seizure of German ships and ndoption of nn val measures against (lennany in col laliornliou wild the entente allies is recommended by the diplomatic, com mission of the chamber of deputies. It is probable that the bill passed by the ehumber on first rendim; yes terday for revocation of the neutral ity decree in the war between Ger many and the United States will he amended so as to provide also for cancellation of the decrees of neu trality in the war between the central empires and the Kuropenn allies. The commission's report set forth that Brazil hitherto has remained quiescent notwithstanding Germany's indifference of the rights of neutrals ns well ns belligerents. It speaks of the torpedoing of the Parena, which brought about the rupture of diplomatic relations as a crime for which there was no excuse. The at tack on the Tijucn is charncteiized even as a more darine; exhibit of Germany's contempt for the rights of humanity. Brazil's decision to revoke her de cree of neutrality is construed here as little less than a declaration of a state of war with Germany. Bra zil's action is believed to indicate a general breakdown of German propa gamin all over the southern eonti nent. Unofficial niiviccs that Chile would endorse und perhaps join Brazil in the stand against Germany are taken as added evidence of the growth of a friendlier spirit and a correspond ing decline of German influence. The heavy movement of gold from the U.iitcd Stales to Japan was explained today by Kazue Shoda, minister of finance, as being duo principally to the fact that the indebtedness of Great Brit ain and France to Japan is being paid partly thru America. M. Shoda revealed the fact that Japan is now gotaitiuir with Great Britain and France with the purpose of making war loans to them, while private Jap anese concerns, including the specie and industrial banks, are planning the purchase of British and French se curities held in the United Stutes. These operations will reduco the nut- flow of American sroid anil relieve the burdcli of Japan's accumulating applies. M. Shoda emphasized the fact that Hie trade balance was not an exact gauge of the situation, pointing out that Japan now hns a yearly income of :M0,000,MI0 yen from nhrond in I liu form of ocean freights, insurance and remittances from Japatuo in other countries. He also called at tention to the fact that British dis count restrictions made necessary the sending of specie to India in settle ment of the importation yearly of ollon lo the value of 200.000,001) yen. The loans to be made to Great OTTAWA, Ont., May 29. Arthur James Balfour, British minister of foreign affairs and head of the mis sion sent to America, in an address late Monday, before the two houses of the Canadian parliament, declared that the British empire had "staked Its last dollar on democracy" and that, if democracy fulled, England and her possessions would be "bank etrupt, indeed!" 'Mr. Balfour added, however, that he knew democracy "would not fail "I know tho democracies of the old world and tho new will come out of this struggle triumphant in the military sense, and strengthened in their own Inner life, more firmly con vinced that the path of freedom Is the only path to national greatness," said Mr. Balfour. Dominion lxiyulty "I do not believe, he continued, "that anything more unexpected to the outside world ever occurred than the enthusiastic self-sacrifice with which the great self-governing Brit ish dominions have thrown them selves into the great contest at the side of the motherland. Foreign speculators about the British empire, before the war began said to them selves that this loosely constructed state resembled nothing that ever existed in history before; that it was held together by no coercive power; ('.tint the mother country could not raise a corporal's guard In Canada Australia, New Zealand, or whereever you will; that she could not raise a Bhllling by taxation, sue had no power except the power which a cer tain class of politicians never remem j hers the moral power of affection, sentiment, common alms and common Ideals. ! Even those of us who believed the new experiment of the British empire was going to succeed, felt It was diffi cult; that so vast an empire, should be animated by one soul or that the Indirect thrill of common necessity should go from end to end. No great or miracle ever happened In the his tory of clvilliatlon than the way In which co-ordinated British democra cies worked together with a uniform spirit of self-sacrifice In the cause In which they believed, not merely their own Individual security, but the safe ty of the empire and the progress of civilization and liberty Itself were at stake."
