One master mind spoke of Herbert C. Hoover as "a man who had emerged from obscurity only a short time ago and whom the administration now wants to make a food dictator." Another characterized him as unfit be cause he was not a "business man." Long before the war, it just so happens that Hoover had made himself one of the master mining engineers of the world, with an income far bevond that of most of the jackleg lawyers who are now accidentally sitting in our senate. Wherever the engineers who were doing the world's big work foregathered, Hoover was known and admired and welcomed. Hut it was the war which gave him his splendid oppor tunity. In all the history of civilization there has been no job like it and in all history no such job was ever carried on with greater smoothness, swiftness, eeonomv, efficiency and honesty. Xo history of the war can ever be written without devoting pages of glowing praise to Herbert, C. Hoover. His name will be known and honored when the nonentities in our present senate have become nothing but names ot those who once lor a brier space held omee. More opposition lias developed to the administration's food control measures than all other war measures. The opposition does not come from the producer or the con sumer. It comes from the middlemen, the speculators and distributors principally from the speculators who see their golden opportunity in preying upon the public. .rood growing must be encouraged and the producer is anxious for government cooperation. Food distribution and consumption must be facilitated, and the consumer clamors for government supervision. But food hoarding, loou monopiv, ioou waste, and manipulation or stocks must be prohibited. Only those who seek profit in others' dis tress protest federal food control. In Herbert C. Hoover the administration has found the man for the job the man whose efficiency in feeding the Belgians won the praise of German efficiency and whose efficiency in feeding America will, if backed up by con gress, stimulate production, facilitate distribution, penal ize speculation, and enable everyone in a land of plenty to have sufficient food at reasonable prices as well as feed the allied peoples :ot democracy.
