It is probable that the bill passed

ity decree in the war between Ger

amended so as to provide also for
cancellation of the decrees of neu
trality in the war between the central
empires and the Kuropenn allies.
The commission's report set forth
that Brazil hitherto has remained
quiescent notwithstanding Germany's
indifference of the rights of neutrals
ns well ns belligerents. It speaks
of the torpedoing of the Parena,
which brought about the rupture of
diplomatic relations as a crime for
which there was no excuse. The at
tack on the Tijucn is charncteiized
even as a more darine; exhibit of
Germany's contempt for the rights
of humanity.
Brazil's decision to revoke her de
cree of neutrality is construed here
as little less than a declaration of
a state of war with Germany. Bra
zil's action is believed to indicate a
general breakdown of German propa
gamin all over the southern eonti
nent.
Unofficial niiviccs that Chile would
endorse und perhaps join Brazil in
the stand against Germany are taken
as added evidence of the growth of
a friendlier spirit and a correspond
ing decline of German influence.

destroy union labor organizations.
Any intentional disloyalty to the gov
ernment is disclaimed.

Kansas City Injunction.
KANSAS CITY, Wo., May 29. A
special federal grand jury to meet
June G, was called here today to in
vestigate the cases of persons who
were advocating non-compliance with
the draft army registration law.
Calling of the grand jury preceded
only by a few minutes the filing In
the state circuit court of injunction
proceedings asking that city, county
and state officials be prevented from
enforcing the registration law at
Kansas City. The application for an
Injuctlon was filed in the name of
the federal league for democratic
control.
The grand jury will be convened
the day following registration to con
siller cases of agitators and also of
those who fall to register.

bills attacking the federal govern
ment, especially in connection with
the selective draft law, wore turned
over to United States District Attor
ney John W. Preston here today, and
an investigation was started to learn
who was distributing them. They
were printed in New York.
PADUCA1I, Ky., May 29. Tho

TOKIO, May 20. The heavy
movement of gold from the U.iitcd
Stales to Japan was explained today
by Kazue Shoda, minister of finance,
as being duo principally to the fact
that the indebtedness of Great Brit
ain and France to Japan is being
paid partly thru America. M. Shoda
revealed the fact that Japan is now
gotaitiuir with Great Britain and
France with the purpose of making
war loans to them, while private Jap
anese concerns, including the specie
and industrial banks, are planning the
purchase of British and French se
curities held in the United Stutes.
These operations will reduco the nut-
flow of American sroid anil relieve
the burdcli of Japan's accumulating
applies.
M. Shoda emphasized the fact that
Hie trade balance was not an exact
gauge of the situation, pointing out
that Japan now hns a yearly income

other countries. He also called at
tention to the fact that British dis
count restrictions made necessary the

The loans to be made to Great
OTTAWA, Ont., May 29. Arthur
James Balfour, British minister of
foreign affairs and head of the mis
sion sent to America, in an address
late Monday, before the two houses of
the Canadian parliament, declared
that the British empire had "staked
Its last dollar on democracy" and
that, if democracy fulled, England
and her possessions would be "bank
etrupt, indeed!"
'Mr. Balfour added, however, that
he knew democracy "would not fail

old world and tho new will come out
of this struggle triumphant in the
military sense, and strengthened in
their own Inner life, more firmly con
vinced that the path of freedom Is
the only path to national greatness,"
said Mr. Balfour.

The list of casualties compiled early
today from authentic and semi-authentic
sources puts the number of
deaths from the tornado which swept
over sections of Alabama Sunday at
fifty, while 200 pooplpe wore Injured.
MATTOON, HI., May 29. Mattoon
and Charleston today buried many of
the victims of Saturday's tornado. In
addition to listing the dead, aggregat
ing 34 In Charleston and 54 In Mat
toon, the number of orphans and wid
ows and others whose circumstances
warrant relief, are being compiled by
the Red Cross.
General surprise was expressed
Monday when Mrs. Strickfadden mid
Mrs. Urcvfoos, her sister, pleaded
guilty before Judge f'alkins in circuit
court to the arson charge against
them in connection with the burning
of Jfrs. Striekfnddcn's house in Ash
land last March. They will probably
not be sentenced until the end of the
present term of court."
The trial of Mrs. M. M. Garwood
! on the same charge, and who is said
to be the leader of the arson plot was
then begun. This case was also on
trial nil day Tuesday and may not be
finished for scverul days yet.
