As a matter of fact, the legislature did not dii'ler materially from other legislatures. There was the usual sprinkling of grafters, hut the ma jority Avere prohahly honest men. .Lack of an efficient or ganization and lack of leadership in either house showed in 1 hi: unusual amount of log rolling and dilitory tact ics. it is the system, rather than the pcrsonnal of the legis lature that is responsihle for the hiennial scandals. There hit too many legislators, too many hills, and too frequent sessions. Measures are seldom considered upon their merits, hut are enacted or defeated according to the persona or political pressure applied or the Irades consummated. We have gone law crazy. AVe want to regulate every thing and everybody except ourselves. Karh legislature introduces seme one thousand or more hills, half of which become laws and few of which are csscuiial. A legislative sessin! mice in five or six years with the. hoard of control authorized 1o make annual levies for needed expenditures, would he a real saving to Hie taxpayers. I'niii the copies of bills enacted are received, it will he impossible to comment intelligently upon their merits, as as till were more or less amended front t heir original forms. The big work of the legislature has been the promotion of a definite highway policy and the submission to the people of ii six million dollar bond issue for permanent highways, the adoption of which will enable Oregon to keep pace with "Washington am'. California in highway development.. An insurance code, highly favorable to the companies instead of the policy holders, and it new irrigation code has been enacted. The process of popular government is always painful, but if as a result of this legislative session, a good roads program results, the people can overlook the many shortcomings.
