Bedford Phmmc' Adv, ABUSE OF AN initlalivc bill lo close cinl fishing would be i nitr woujd ue fnil, as tlio people oi Oregon nre now Mwntling initiative bills oii'lpenl subjects, the tendeney being to regnrd them ns nn abuse of the initiative. Besides, every section is busily engaged in encouraging development enterprises, rather than killing them and the canneries at the mouth of tho river furnish tlio only payroll and chief occupation of (he population. Connected with them are an extensive development project that is colonizing and developing the lower valley. It is true that an initiative bill was passed by a largo majority six years ago, but it passed largely by default, as no effort was made to defeat it. Tho owner of the can nery had died. His flagrant abuses, his monopolization of years, tho small prices Ho had paid lor fish, his unreason ing refusal to compromise with anglers, mid his success ful defiance had created a public sentiment antagonistic to his strong personality. Conditions have materially changed. The taking of steolhead for commercial purposes and the sale of steel head and other trout are absolutely prohibited by law and the "Rogue river is the only stream in which their tak ing is prohibited. The stcelhcad arc reserved for tlje angler. There are two canneries in operation and thev pa3r quadruple the price for fish formerly complained of havo been largely eliminated. As to the beneficial effect of a closed river upon steel had fishing, there is a difference of opinion even among anglers. In 1911, with a closed rivor, there was poor stcel hcad angling. The multitjido of salmon became a waste product. They filled tho holes and drove the trout out. Their dead carcasses, late in the summer after spawning, lined tho banks and putrified the atmosphere, driving peo ple away from the si reams. It is truo there was poor stcelhcad angling in the "Rogue last year but tho stcelhcad run was a failure in all tlio const streams also. It was an off year, duo perhaps to low water. There wero off years before, as the cannery records show. In 1007, 39,103 stcelhcads were taken ,and in 1905 only 2000. There are off years in all streams for all vari eties of andromous fish. If the anglers do not think and seek further restrictions, them to go to the legislature for relief for that is what tho legislature is for. The public boliovcs in a square deal. "With tho present favorablo laws tho anglei's are apt to be regarded as much hogs in their line as tho commercial fisliei,8 in theirs, and are apt to loso something of what they have already won. Because a few anglers have" poor luck is apt to bo ro garded as a poor excuso for invoking the initiative to do stroy an industry, COMPROMISE OR BLACKMAIL - GOVJStfffOrcJAMS WIM'JlfeCOrBEbinks tho "gov ernment should compromise with tho Oregon & dal ifornia Railroad company by dollars above what it is entitled to. Tho question lias boon docidod by tho highest court of the land. Under a govern ment of law this ought to end tho controversy. But tho railroads have long felt above the law and tho courts, and in this matter refuse to submit to tho decision. .The railroad points at our heads its old familiar weapon of .vexatious litigation and says to the people of Oregon if n, (iocs noi gci wiiai it iit'iiiiuiuH inu litiHis win no Kept an tho courts for yours and the development of the state re tarded, Tho assistance of our governor, whom tho pcoplo chcso to uphold tho law must havo exceeded tho most sanguine expectations of tho railroad. bluff it, of ooiirso know its vuwp loud approval, but wo sincerely doubt if tlioy ovor hoped lo seo tho governor leading tho pack. Is it possiblo that in the mind of our chief executivo thero is no admira tion of right and justice? Piracy no longer oxists at sea. Its sphere of action these days is on tho land. Tho claim of tho railroad that tho timbor is separato from tho land is a cheap bluff and was only meant as a cover undor which tho railroad could organro opposition and delay action until a ohnngo ol ad ministration would possibly give it what it demands. Oovornor "Wituycoinbo wants tho railroad that litis wilfully violated tho terms of its grant to bo handed a few millions, possibly as a reward for its lawlessness. Tho ex cuso is niado that tho niatler could be settled moro quickly in that manner. We can easily settle with tho robber or burglar by handing over our purse, or showing him how to find tho silver. The land has boon withheld from settle lnent for many .veal's. .If wo havo endured it that long we can stand it twenty years moro, and should do it rather than pay tributo to the amount of one dollar. Oregon's senators are trying to get part of tho value of these lands for Oregon's schools and Oregon's, roads, and if loft alone tlioy will. But if they aro to bo hamstrung by state officials and the partisan press they may fail. But of course if tho railroad is to got a present of, $5,000,000 nbovo what the cornet finds it entitled to, at tho request of tho goverupr, that five million dollars will eonio out of what will be considered Orogon's. share. Tt would mean a gift of $5,000,000 taken out of tho pockets of the Oregon taxpayors and handed over to tho Southern Pa cific. A sagacious, virile man should bo ashamed to advo cate suclitruckling expediency. OF WASHINGTON. ApiU 7.
