busily engaged in encouraging development enterprises,
rather than killing them and the canneries at the mouth
of tho river furnish tlio only payroll and chief occupation
of (he population. Connected with them are an extensive
development project that is colonizing and developing the
lower valley.
It is true that an initiative bill was passed by a largo
majority six years ago, but it passed largely by default,
as no effort was made to defeat it. Tho owner of the can
nery had died. His flagrant abuses, his monopolization of
years, tho small prices Ho had paid lor fish, his unreason
ing refusal to compromise with anglers, mid his success
ful defiance had created a public sentiment antagonistic
to his strong personality.
Conditions have materially changed. The taking of
steolhead for commercial purposes and the sale of steel
head and other trout are absolutely prohibited by law
and the "Rogue river is the only stream in which their tak
ing is prohibited. The stcelhcad arc reserved for tlje

As to the beneficial effect of a closed river upon steel
had fishing, there is a difference of opinion even among
