THE CRISIS PRESIDENT WILSON voices tho sentimpiiU of tlie nation in his note of protest to Germany. Calmly and courteously, tho cause or a wronged people is firmly and vigorously presented to tho aggressor and justice de manded. The future, is left entirely to Germany. A peace ful solution is offered, but American rights must be fully respected. The paper is a remarkable, state document, and the president has lived up to the best traditions of his office. Jt is clear, it is definite, logical in its argument, firm in its demands; it has the strength of the just man armed, and reflects the poise of AVoodrow Wilson in tho greatest crisis tho nation has faced in half a century. Germany is asked to disavow the acts of her submarine commanders in the torpedoing without warning of tho Lusitania, a British ship, with a loss of more than .100 American lives, and tho American steamer Gutflight, "as a result of which two or more American citizens met their death." Reparation, "so far asked and the United btates declares it confidently ex pects that the imperial German government will take im mediate steps to prevent tho practices. No time is specified for a reply, but tho communication says the "government and people of the "United States look to the imperial government for just, prompt and enlight ened action in this vital matter." The course to be pursued by the United States in the event of a non-complianeo with its requests and expecta tions is not stated, but the conclusion of the note was in tended to impress upon Germany that there should be no misapprehension of the firm purpose of tho United States to safeguard its rights by any means necessary. This is expressed in tho final sentence: "The imperial German government will not expect the government of the United States to omit tyiy word or any act necessary to the iwrformance of its sacred duty of maintaining the rights of the United States and its citi zens and of safeguarding their free exercise and enjoy ment." Neither the president nor the people want war, and the note appeals to the traditions of the German people, their sense of honor and justice to avert it. But if war is neces sary, the duty will not be shirked and a united "people will uphold the nation's honor at any cost. NEWSPAPERS OF UNITED (Continued from pace one anticipate that tho president would eo so far norond tho Plainly and soundly rightful scope of these de mands as to invite a rebuff. Srirlnefleld (Mass.) RcmiMican: The government' position in this so Is the country's position. It Is not extreme, yet it covers tho ground. IiOtiUville (KrA Cohrier Jeurnal: Thetnote to German meets tho re quirements and Is such aa tho gov ernment of the United States should address to Berlin. Tho president leaves little room for parley and none other than mouthlngs or rupture re mains for Germany. Clilrasii Tribune: Whatever tho fate of our relations with Germany, the president has undoubtedly voiced tho sentiment of the nation upon tho uso of submarine as to the rights of neutrals on the high seas. Chicago Herald: There is now no possibility of mistaking- tho nosltlon of our government. And it is a po sition In which the American people will sustain their government in whatever measures may be necessary to uphold It. JndlananolU SCar: In manlv fash ion tho president's note docs not shrink from the logical consequences of his position, but accepts the full significance ot his altitude. St. Paul Pionecr-Pmui: The Am erican note has reached to a won derful height of forceful diplomacy. Honing for the best, the universal American sentiment will be that America lias done its duty and the peoplo will aupport tho president through whatever may bo tho conse quences. WaMilngton Pet: Tho note is framed In moderate lancuaco and loaves abundant opportunity for the German government to reply In a way that will restore good foellne between tho two countries. Tito question is now up to Germany. It is unnecessary to speculato wheth er the American note will lead to war or peace, because the Issue rests with Germany, and not with tho United States. The alternative is clearly set forth. Iloston GIelw: President Wilson has not shirked a grave responsibil ity. Tho American note clearly shows that Germany must relent or tako whatever consenuonces wo may decide to adopt. IlOfrtnn Herald: Prnshlnnt Wll.nn has never written a great stato paper moro exactly suited to tho occasion. Wo hope most fervently that in a spirit of reasonableness Germany will coincide with tho enlightened position set forth with clarity and power by the president. New York SUata Zeltunir: Nor is this a time to burden millions of the American peoplo with unjust and un necessary anguish of mind, The Ger man-Americans must suffer In any conflict between tho United States and' Germany, pains of which their follow citizens can never know any as reparation is possible," is recurrence ot such acts and STATES APPROVE NOTE thing. It Is rather a timo for show ing them the greatest degree ot con sideration. They havo fought to up hold tho flag in the past and they will do so ngaln, against any enemy whatsoever. They desorve the fruits ot past loyalty, until they have for feited the right to claim them. Thcro never has been but ono flag under which the German-American has fought. There never pan be but ono flag under which ho will ever fight; and that flag Is the stars and stripes. Taw AncetcA Time: It Is apparent that the feeling and attitude of tho president and his advisors is concil iatory. That is the state of mind ot tho country. Hut America will Insist to the last that thero bo no more mnrderous attacks on merchant men carrying non-combatants, wom en and children. Seattle PiKt-Intelllgencer: It Is no Jingo utterance; no "scrap of paper," but a cool, calm, declaration ulti matum if you please of this Amer ican nation and In support of It thcro will bo no faltering or division. Sh FrHiiclwo Chrenicle: Unmis takably firm, the note Is yet friend ly In tono and though this latter qualification may be displeasing to the Jingoes, It commends Itself to tho common sense of peoplo unaf fllcted with Inflammable hatreds. The nation mourns the loss of her citizens, but white demanding Jus tice, docs so as one who would ren der justice to all others. Sacramento Cal.) Hec: The Am erican peoplo today havo rich reason to bo proud of their president. Wood row Wilson has met a gravo crisis splendidly, facing it with firmness, without fireworks, San Francisco Kvamlner: In op ening the broad question of tho legal ity and proprioty of a submarlno blockade, tho president has abandon ed tho safe and firm basis of obvious and unquestioned American rights, and ventures upon debatable ground of international exigency and mor ality, and has opened the way to a retort which It will bo difficult for tho United States to bear calmly, Kuastns City Star: President Wll- son has said what was In the hearts of his countrymen. Ho has said it with dignity, with consideration, hut with unmistakable directness. Ills words embody tho idealism of tho American peoplo and the obligation to maintain the principles of high hu manity which they feel hag devolved upon them in a world In which somo of the hard won gains of civilization havo been submerged by tho pas sions of war. Tho president has notably mot the demands of this critical situation. DeHver (Colo.) Pest: The presi dent's note to Germany Is manly and patriotic. Tho stand of tho United States is unquestionable, notwith standing tho suave and diplomatic expressions used.
