THE CRISIS
PRESIDENT WILSON voices tho sentimpiiU of tlie
nation in his note of protest to Germany. Calmly and
courteously, tho cause or a wronged people is firmly and
vigorously presented to tho aggressor and justice de
manded. The future, is left entirely to Germany. A peace
ful solution is offered, but American rights must be fully
respected.
The paper is a remarkable, state document, and the
president has lived up to the best traditions of his office.
Jt is clear, it is definite, logical in its argument, firm in
its demands; it has the strength of the just man armed, and
reflects the poise of AVoodrow Wilson in tho greatest crisis
tho nation has faced in half a century.
Germany is asked to disavow the acts of her submarine
commanders in the torpedoing without warning of tho
Lusitania, a British ship, with a loss of more than .100
American lives, and tho American steamer Gutflight, "as
a result of which two or more American citizens met their
death." Reparation, "so far
asked and the United btates declares it confidently ex
pects that the imperial German government will take im
mediate steps to prevent tho
practices.
No time is specified for a reply, but tho communication
says the "government and people of the "United States look
to the imperial government for just, prompt and enlight
ened action in this vital matter."
The course to be pursued by the United States in the
event of a non-complianeo with its requests and expecta
tions is not stated, but the conclusion of the note was in
tended to impress upon Germany that there should be no
misapprehension of the firm purpose of tho United States
to safeguard its rights by any means necessary. This is
expressed in tho final sentence:
"The imperial German government will not expect the
government of the United States to omit tyiy word or any
act necessary to the iwrformance of its sacred duty of
maintaining the rights of the United States and its citi
zens and of safeguarding their free exercise and enjoy
ment." Neither the president nor the people want war, and the
note appeals to the traditions of the German people, their
sense of honor and justice to avert it. But if war is neces
sary, the duty will not be shirked and a united "people will
uphold the nation's honor at any cost.
