The most siirpri-ing feature of this substitute bill, which has been con structed nt recent stnr chamber ses sions of the committee, is that it puis an end to all snlmon trout fi-hing in tho tidewaters of nil the rivers nnd bays of the state. These fish come in from tho ocean in November nnd December and can be caught only during the winter senson. The winter fishing for stoelhcnds, which is one of the grcnlest nssets of the counties along the coast, is abolished. Tho commercial fishermen enn cnteh these fish with nets, hut nccording to the drastic measure framed by the gamo committee, the anglers cannot cnlch these fixh because nn amendment has been slipped into this bill nbolishing nil winter fishing for trout.
